The draft stipulates that affordable rental housing projects are mainly small units with a construction area of ​​no more than 70 square meters. The rent is lower than the rent of rental housing in the same location and quality market, which is determined by the market players in accordance with the principle of “sustainability of the enterprise and affordability of the citizens”, combined with the preferential policies enjoyed, and the comprehensive evaluation of the operating cost of the enterprise. The annual increase in the rent of affordable rental housing shall not be higher than that of rental housing in the same location and quality market over the same period, and shall not exceed 5%.

At the same time, the rental objects of subsidized rental housing are mainly new citizens, young people and other groups with housing difficulties who work or live in this city. Affordable rental housing projects prepared by means of the construction of their own stock land and the construction of supporting land for industrial parks are allowed to preferentially rent to qualified employees of the unit or the park. Affordable rental housing projects should be centralized rental housing, and in principle, the scale of housing stock should not be less than 10 units (rooms).

The draft also clarifies that subsidized rental housing shall not be divided into registration, divided transfer, divided mortgage, and shall not be listed for sale or sold in disguised form. The housing and urban-rural development departments (district leading group offices) of each district shall take the lead in supervising the whole process of construction, leasing and operation management of affordable rental housing projects, strengthen the supervision of project quality and safety, and carry out inspections from time to time.
