The General Customs of the Republic of Cuba issued Resolution 170/2024, which introduces changes to the import regulations for marine engines.
This decision, published in the Official Gazette of the Republic of Cuba on August 2, 2024, facilitates the non-commercial importation of marine engines of up to 60 horsepower (HP) with reduced tariff rates.
Background and Key Changes
Decree-Law 162 “Customs” of 1996 and Decree-Law 22 “Customs Tariff of the Republic of Cuba for Non-Commercial Imports” of 2020 establish the legal bases for customs regulation in Cuba.
These regulations allow customs authorities to determine the non-commercial nature of imports and to set maximum values for these transactions. According to these decrees, the maximum value for imports by passengers and shipments was USD 1,000 and USD 200, respectively.
The recent change is based on Resolution 240 of the Minister of Finance and Prices, issued on July 24, 2024. This regulatory document authorizes the Importation of marine engines non-commercial in nature above previously established values.
Import tariff for engines up to 60 HP to Cuba
Specifically, it allows the importation of engines of up to 60 HP to Cuba, applying a tariff rate of:
- 30% for motors up to 10 HP
- 10% for motors over 10 HP and up to 40 HP
- 5% for motors over 40 HP and up to 60 HP
Main modifications
Cuban Customs Resolution 170/2024 modifies Resolution 175 of 2022, specifically Annex II related to motor vehicles, their parts, pieces and accessories.
Previously, item 52 of this annex established a reference value of USD 950 for all marine engines up to 10 HP. With the new provision, this item is no longer in effect, adapting to the new rates and conditions.
The new regulation comes into force immediately after its publication in the Official Gazette of the Republic of Cuba. This makes it easier for citizens to import marine engines.
