New AARB President Defends Encryption in Processes

Opening new work fronts and remembering the importance of entrepreneurs in the digital certification sector as protagonists of the country’s digital transformation is one of the challenges of the new executive president of the Association of Registration Authorities of Brazil (AARB), Jorge Prates.

The entity represents a considerable share of the total number of digital certificates issued by the registration authorities of the Brazilian Public Key Infrastructure – ICP-Brasil. Link between the user and the certifying authority – CA, the registration authorities are public or private entities that have the function of identifying and registering users for the issuance of digital certificates.

Lawyer and legal director and responsible for AR SIC Digital Certification, businessman Jorge Prates has been on the board of AARB since 2017, being in charge of the legal affairs of the entity, in addition to representing digital certification entrepreneurs in the Brazilian Public Key Infrastructure Management Committee – CG ICP-Brasil, a collegiate body made up of representatives of the government and the private sector that exercises the role of managing authority for digital certification policies in the country.

With a degree in law from the Federal University of Espírito Santo (IFES), and a postgraduate degree in Public Management from the Federal Institute of Espírito Santo (IFES), Prates takes on the challenge of increasing dialogue between the board and associates and to develop a series of new activities to strengthen registration authorities and ICP-Brasil.

What are the main goals of your tenure ahead of the AARB?

Jorge Prates – Taking over the AARB is a big challenge. Maintaining and expanding the visibility and importance in the digital certification scenario obtained in recent years is our duty and opening new work fronts with the support of associates is the great goal, always ratifying the importance of the authorities in the process of digital transformation of our country, clearly demonstrating to society that we are protagonists in this process.

What is the role of the AARB in defending ICP-Brasil and cybersecurity?

AARB is the voice of the market, as its members represent a considerable share of total digital certificate issues in Brazil, clarifying to the public that digital certification guarantees security in digital transactions. We are very strong in communication and we will strive to intensify this quality. The Association plays a fundamental role in making society aware of the important work carried out by ARs, including their expertise in secure identification when issuing digital certificates. It’s a cybersecurity case.

How do you analyze the ICP-Brasil digital certification market and what are the main challenges for greater mass use by companies and citizens?

The digital certification market is vast and promising, not least because a large portion of the population still does not have real knowledge of the potential of digital certification. For this reason, the AARB will work to increase its use by companies and citizens, through coordinated communication, publicity and awareness actions, always striving for the participation of federative entities in this process, acting proactively and in defense of the interests of members and of our economic segment.

What is your assessment of the security of government and business digital systems? Are there concerns regarding crime prevention?

As an association, we are attentive, vigilant and always concerned regarding digital security. Every day, statistics point to an increase in cybercrime, and digital certification has been shown to be an excellent alternative in this crime prevention process, mainly because the digital certificate presents itself as a secure solution for identification on the network.

The digitization of public services is already a reality in the country. However, there is still a large portion of the population with limited access to both broadband and digital education. How to solve this challenge and what is the role of public authorities and entities in the education of the population?

The work must be developed jointly: government, market and society. Every day tools and solutions are created and must be equipped with instructions for use and application. The AARB disseminates, through proposals to the legislature, meetings with private and public entities and the press, the importance and need for a more connected society, whose widespread use of digital certification plays a fundamental role in reducing bureaucracy in the economy, in combating digital crimes, data security and proper identification of perpetrators of crimes, providing legal certainty to acts. The Association has been working hard to produce informative and educational material, and intends to intensify its actions.

There is concern regarding security in accessing the services provided by the Gov.br platform, which was even one of the topics addressed by specialists at the last Find Alive, an event held by the AARB in March. How can the Association collaborate with public authorities in implementing safer systems to prevent leaks of sensitive data and other cyber crimes?

The AARB will always act purposefully, listening to its members and their concerns. Associates are in direct contact with the public and this experience is important for us to have a basis for suggestions for future discussions with the public authorities for the regulation of safer practices. Digital certification is the solution that provides the highest level of security on Gov.br. and the AARB will act in defense of the platform’s security, always with the aim of preventing leaks of sensitive data and other cyber crimes.
