Neuquén closes the year with extraordinary resources and a budget of two billion

Rolando Figueroa will take office on December 10 with the certainty that he will manage an extraordinary budget. What’s more: he will govern the last 21 days of the year with resources that were not in anyone’s plans and in 2024 will have two billion pesos for the functioning of the State and infrastructure works.

The data was delivered to RÍO NEGRO Diary by one of the members of Governor Omar Gutiérrez’s team dedicated to preparing the 2024 budget project.

The transition takes place through cotton roads, as if Figueroa, legitimate son of the MPN, were not the executioner who left the party founded by the Sapag outside the Government House for the first time since 1963.

Therefore, the budget project is a shared job.

This newspaper reported this week that resources had grown compared to what was projected between January and August, but the budget numbers show that in 2024 they will triple.

“What happens is that there is a strong growth in resources in the period September-December of this year,” which is not yet reflected in the executed people’s payroll, said a source from the Ministry of Economy when consulted.

It is in Neuquén’s DNA: officials still complain, those who are leaving and those who are coming, because they maintain that with an exchange gap like the one our country has due to the lack of updating of the official dollar rate and the price of the oil for the domestic market unanchored from the international reference, the province loses gold resources.

The budget will have resources of 2,006 billion pesos. The figure with all its digits is 2,066,695,000,000.

These resources are made up of 823,080 million pesos from oil and gas royalties, 622,451 million from provincial tax collection and 422,735 million from federal co-participation.

-How can it be that next year resources will triple compared to the annualized projection for the January-August period? -he asked him BLACK RIVER to the government source.
-What happens is that the growth rate of resources in September doubles the accumulated growth rate of the January-September period, when comparing budget 2023 versus execution – he responded.

“Resources have a decline with respect to the expected and projected oil production,” he warned. And he immediately explained why: “the restriction of equipment for the production of gas to fill the gas pipeline had to be affected” President Néstor Kirchner.

With a price per barrel of oil for the domestic market of 56 dollars when the international reference is around 90, Neuquén gives up royalty income. Decoupling is a national measure in (medium) agreement with companies in the sector to prevent pump prices from skyrocketing.

“This decreases income from royalties and taxes on Gross Income very strongly,” said the source.

On the other hand, expenses and investments follow the logic of inflation, which grows at three-digit levels per year.

98% of the income of the province of Neuquén during next year will be current (from national, provincial and royalty sources), according to the budget, which foresees capital income of just over 28,000 million pesos.
