Netanyahu sets new conditions to prevent the exchange deal

Gaza – Sources revealed yesterday, Sunday, that Israeli Prime Minister Benjamin Netanyahu set new conditions in the ceasefire and prisoner exchange proposal, the terms of which were negotiated in Doha on Thursday and Friday, “which prevents the deal from being completed.”

The movement said in a statement that “the new proposal responds to Netanyahu’s conditions and is consistent with them, especially his rejection of a permanent ceasefire, a comprehensive withdrawal from the Gaza Strip, and his insistence on continuing to occupy the Netzarim Junction (separating the north and south of the Strip), the Rafah Crossing, and the Philadelphi Corridor (south).”

She added: “He also set new conditions for the prisoner exchange file, and backed down from other clauses, which prevents the completion of the exchange deal.”

The factions movement continued: “After we listened to the mediators about what happened in the last round of talks in Doha, we were once again assured that Netanyahu is still putting obstacles in the way of reaching an agreement, and is setting new conditions and demands, with the aim of thwarting the mediators’ efforts and prolonging the war.”

The movement stressed “our commitment to what we agreed to on July 2, based on the declaration of (US President Joe) Biden and the Security Council resolution.”

The movement called on the mediators (Egypt and Qatar) to “assume their responsibilities and oblige the (Israeli) occupation to implement what was agreed upon.”

She held Netanyahu “fully responsible for thwarting the mediators’ efforts, obstructing reaching an agreement, and fully responsible for the lives of his prisoners who are exposed to the same danger that our people are exposed to, as a result of his continued aggression and systematic targeting of all aspects of life in the Gaza Strip.”

She said: “We dealt responsibly with the efforts of the mediators in Qatar and Egypt, and with all the proposals aimed at reaching an agreement to stop the aggression against our people and conclude a prisoner exchange deal.”

She added: “The movement expressed its approval of the mediators’ proposal on May 6, welcomed Biden’s announcement and what was stated in the UN Security Council resolution, and responded to the proposal presented by the mediators, and approved it on July 2.”

She continued: “Following the issuance of the tripartite statement (by the leaders of Egypt, America and Qatar), we asked the mediators to present a plan to implement what they had presented to the movement and which it had agreed to, so that the negotiations would not remain in a vicious circle due to Netanyahu’s procrastination and his placing more conditions and obstacles in the way of reaching an agreement, in a way that serves his strategy of gaining time and prolonging the aggression.”

On August 8, a tripartite statement was issued by the three leaders, calling for the resumption of ceasefire negotiations, “not to waste time, and to begin implementing the ceasefire agreement and prisoner exchange, without any delay by any party.”

On Sunday, during his government’s weekly meeting, Netanyahu said that Israel is engaged in “very complex” negotiations to release Israeli prisoners in the Gaza Strip.

The mediators announced on Friday evening that the United States had presented a new proposal to reduce the gaps between Israel and the factions’ movement, according to a joint Egyptian-Qatari-American statement at the conclusion of the second and final day of the Doha round of talks.

Washington hopes that an agreement between the factions’ movement and Israel to stop the war and exchange prisoners will help dissuade Iran and the Lebanese factions’ movement from responding to the assassination of Ismail Haniyeh and leader Fouad Shukr.

On July 2, the mediators presented the factions with framework terms for an agreement, based on an Israeli proposal presented by Biden at the end of last May, which includes a comprehensive cessation of war, a complete Israeli withdrawal from the Gaza Strip, breaking the siege, reopening the crossings, rebuilding the Strip, and exchanging prisoners.

But Israel refuses to end the war, continues to commit massacres and sets new conditions, especially remaining in the Philadelphi Corridor on the border between the Gaza Strip and Egypt, and the Netzarim Corridor in the middle of the Gaza Strip.

With American support, Israel’s war on Gaza since October 7, 2023 has resulted in about 133,000 Palestinian deaths and injuries, most of them children and women, and more than 10,000 missing, amid massive destruction and deadly famine.
