Referents of the natural reserves Laguna El Trébol and Morenito-Ezquerraalong with residents of the El Trébol and Llao Llao neighborhoods, expressed their rejection of the hotel project called Caumawhich aims to build a five-star hotel and a complex of cabins in a sensitive area of high environmental value in the west of Bariloche.
Las expressions of warning from neighbors to the westespecially in the neighborhoods surrounding the Cauma project, have been repeated for two years, but now a recent resolution signed by the mayor Gustavo Gennuso, which ratifies the agreement with the private sector to advance in the project, motivated a new expression of rejection that will be transferred today to the councilors.
Neighborhood leaders consider that the resolution 303-2023 signed by Gennuso in Februarythrough which an agreement reached with the private Gonzalo Navarro in April 2022 is ratified, is “violation” of the ordinances that determine the management plan of natural reserves of the area and the urban environmental plan that require prior citizen participation.
“The management plans of the Urban Nature Reserves, require neighborhood participation, as determined by the uses matrix of them and their urban microcodes. That is what the meetings of the mixed commission are for, which this administration, as has not happened with other administrations in the last 15 years, decided to avoid”, questioned the neighborhood and environmental leaders.
They consider that in the case of the Cauma project, located on a property in the El Trébol urban reserve, the mixed commission was not convened to analyze the issue and consequently they understand that the approval is “illegal”.
They also questioned citizen participation days “poorly convened and with zero participation from the residents of the west, carried out to appear to comply” with the current regulations of the environmental urban development plan of the west,
They denounced that the presentation of the Cauma project “it was not a consultation with the neighbors, but rather an and promotion campaign in favor of investors”. They added that the projected hotel does not have a feasible entry path and “It would merit a work that would not withstand any environmental feasibility study.”
“It is obvious that from the beginning, the objective was the installation of this monumental work, and that there were already commitments assumed a prioriand that the call for the opinion of the neighbors was a masquerade”, they expressed in a public note that they will present to the councilors today.
They listed that the questioned project would have a “blasting of a stone hill, the indiscriminate felling of the protective and native forest already carried out, the destruction of a wetland” and add the difficulties in transit and the effect on flora, fauna and services.
The neighbors proposed that the Comptroller’s Court be required to file an administrative summary of officials and former officials in charge of the areas where the private development file was dealt with; and that the councilors annul the endorsement of the venture.
