National Assembly Chairman Vuong Dinh Hue signed and promulgated Resolution No. 81/2023/QH15 on the National Master Plan for the period 2021-2030, with a vision to 2050.

The resolution states that vision to 2050, Vietnam is a developed, high-income country with a full, synchronous, modern socialist-oriented market economy institution, a fair, democratic and civilized society; Social governance on a complete digital social platform.

The economy operates according to the mode of digital economy, green economy, circular economy; Science, technology and innovation are the main growth drivers.

Vietnam belongs to the group of leading industrialized countries in Asia; is a regional and international financial center; developing high-value ecological agro-economy among the world’s leading groups.

Vietnam has become a strong maritime country, a marine economic center of the Asia-Pacific region; actively and responsibly participate in the settlement of international and regional issues on seas and oceans.

In the period 2031-2050, strive for an average growth rate of gross domestic product (GDP) of 6.5-7.5%/year. By 2050, GDP per capita at current prices will reach regarding 27,000-32,000 USD, the urbanization rate will reach 70-75%, the human development index (HDI) will reach 0.8 or more, the standard of living people’s happiness, national defense and security are firmly guaranteed.

The development goal to 2030, in terms of economy, strives for the average GDP growth rate of the whole country to reach regarding 7% per year in the period of 2021-2030. By 2030, GDP per capita at current prices will reach regarding 7,500 USD.

The proportion in GDP of the service sector is over 50%, the industry-construction sector is over 40%, the agriculture, forestry and fishery sector is less than 10%. The average growth rate of social labor productivity is over 6.5%/year. The contribution of total factor productivity (TFP) to growth is over 50%.

To bring into play the advantages of each socio-economic region; focusing on developing two dynamic regions, the North and the South, associated with the two growth poles, Hanoi and Ho Chi Minh City, the North-South economic corridor, the Lao Cai-Hanoi-Hai Phong economic corridor– Quang Ninh, Moc Bai-Ho Chi Minh City-Bien Hoa-Vung Tau economic corridor with synchronous and modern infrastructure, has a high growth rate, making great contributions to the overall development of the country.

Sustainable urban development by network; urbanization rate reaches over 50%; strive for 3-5 cities on regional and international level. To build a new rural area to develop comprehensively, sustainably and in association with urbanization; the percentage of communes meeting the new rural standard is over 90%, of which 50% of the communes meeting the newly raised rural standard.

The resolution also clearly states the spatial development orientation Socioeconomic, organize the spatial development of the country into six socio-economic regions; building organizational models and regional coordination mechanisms to implement intra-regional linkages and promote linkages between regions, improving the efficiency of resource use.

Orientation for regional development and regional linkage includes: Northern midland and mountainous region, striving for an average growth rate of gross domestic product (GRDP) of regarding 8-9%/year.

The Red River Delta region strives for an average GRDP growth rate of regarding 9%/year.

The North Central and Central Coast regions strive for an average GRDP growth rate of regarding 7-7.5%/year.

The Central Highlands region strives for an average GRDP growth rate of regarding 7-7.5%/year.

The Southeast region strives for an average GRDP growth rate of regarding 8-8.5%/year.

The Mekong Delta region strives for an average GRDP growth rate of regarding 6.5-7% per year.

Resolution defining the development of the northern dynamic region, including Hanoi capital and district-level areas along the national highway 5 and national highway 18 through the provinces of Bac Ninh, Hung Yen, Hai Duong and Hai Phong city. and Quang Ninh province, in which, Hanoi city is the growth pole.

To develop the southern dynamic region, including Ho Chi Minh City and district-level areas along national highway 22, national highway 13, national highway 1 and national highway 51 through Binh Duong, Dong Nai and Ba Ria provinces. -Vung Tau, in which Ho Chi Minh City is the growth pole. In the period following 2030, continue to expand the scope of the dynamic region.

To form and develop the dynamic region of the Central region, including the coastal area (district-level areas from the North-South expressway east to the sea) belonging to the provinces and centrally-run cities: Thua Thien-Hue , Da Nang, Quang Nam, Quang Ngai; in which Da Nang city is the growth pole. In the period following 2030, continue to expand the scope of the dynamic region.

To form and develop the dynamic region of the Mekong Delta including Can Tho city, district-level areas of An Giang, Kien Giang, Vinh Long and Dong Thap provinces in association with the area connecting highways. (North-South Expressway in the East section Can Tho-Vinh Long, An Huu-Cao Lanh Expressway, North-South Expressway in the West from Cao Lanh to Rach Soi) and Phu Quoc city; in which Can Tho city is the growth pole. In the period following 2030, continue to expand the scope of the dynamic zone associated with Tran De seaport, Soc Trang province.

In addition, step by step build and form dynamic zones in the Northern midlands and mountainous areas; the North Central region (Thanh Hoa, Nghe An, Ha Tinh) connecting the Central region and the Red River Delta; Highland; South Central Coast region (Khanh Hoa, Ninh Thuan, Binh Thuan and surrounding areas).
