The Ministry of Science and ICT reported the ‘2022 Technology Level Assessment Results’ at the 57th Steering Committee of the National Science and Technology Advisory Council on the 29th.

This technology level assessment includes construction/transportation, disaster safety, space/aircraft/marine, national defense, machinery/manufacturing, materials/nano, agriculture, forestry/fisheries/food, life/healthcare, energy/resources, environment/meteorology, ICT/SW, etc. It evaluated the level of five major countries, including Korea, the United States, the EU, Japan, and China, targeting 136 national core technologies in 11 major fields. Quantitative analysis that strengthened thesis and patent analysis and qualitative evaluation through expert Delphi surveys (1,360 people, 2 times) were conducted in parallel.

As a result of the evaluation, the overall target technology level was found to be the highest in the United States (100%), followed by the EU (94.7%), Japan (86.4%), China (82.6%), and Korea (81.5%). Compared to Korea’s technology level in 2020, it improved by 1.4 percentage points, but during the same period, China’s technology level increased by 2.6 percentage points, putting China ahead of Korea.

In terms of technology gap, Korea and China were analyzed to be 3.3 years behind the United States in 2020, which was at the same level. However, this evaluation showed that China (3 years) narrowed the gap further than Korea (3.2 years).

A detailed evaluation of 50 national strategic technologies out of 136 technologies showed that the gap with China was even larger. The level of national strategic technology was also evaluated to be the highest in the United States (100%), followed by the EU (92.3%), China (86.5%), Japan (85.2%), and Korea (81.7%).

Korea was evaluated as having the highest level of technology compared to other countries only in the secondary battery field, and in aerospace and marine, it was particularly low at 55% compared to the United States, and in both, 65.8%.

Evaluation experts emphasized, “In order to maintain the super gap and secure essential technologies for future survival, it is necessary to establish a technology strategy by identifying the strengths and weaknesses of each technology and policy demands by field.”

On this day, the steering committee of the advisory meeting included the Defense Acquisition Program Administration’s ‘2024 Defense Science and Technology Innovation Implementation Plan’ and the ‘2024 IRIS Implementation Plan’, which includes converting the Ministry’s Integrated Research Support System (IRIS) into an integrated research management system and strengthening system stability. The ‘2022 government R&D patent performance survey and analysis results plan’ was reviewed and decided.
