National Intelligence Service opens the world’s largest ‘secondary battery fire test center’

The National Agency for Technology and Standards (hereinafter referred to as the National Agency for Technology and Standards) announced that it will begin full operation of the ‘Large Capacity Secondary Battery Fire Safety Verification Center’, which is equipped with the world’s largest secondary battery fire test facility (30 MW) and is recognized as an internationally recognized testing institute, in Samcheok, Gangwon-do.

As part of measures to strengthen the safety of energy storage systems (ESS) announced in 2019, the National Intelligence Service invested KRW 69.8 billion from 2020 to 2023 to promote a project to build a secondary battery fire test center within the fire and disaster prevention industrial zone in Samcheok-si, Gangwon-do. Accordingly, the opening ceremony of the ‘Large Capacity Secondary Battery Fire Safety Verification Center’ was held on September 15, 2023, with about 150 people from secondary battery-related companies in attendance.

The verification center, jointly operated by the Korea Testing and Research Institute (KTC) and the Korea Institute of Construction and Living Environment (KCL), provides △ full-cycle technical support such as development testing and commercialization of large-capacity secondary battery products, △ cause analysis and risk assessment in the event of a fire accident. We plan to carry out verification tests and performance evaluation of large-scale fire extinguishing equipment to extinguish fires.

In addition, as an internationally recognized testing agency, it is expected to issue internationally accepted test reports, shortening the overseas export testing and certification time and reducing transportation costs for domestic companies.

Jin Jong-wook, Director of the National Institute of Technology and Standards, said, “With the rapid growth of the high-capacity secondary battery market, including the expansion of electric vehicles and ESS, the industry has pointed out the lack of related testing infrastructure as a difficulty.” He added, “With the opening of this fire safety verification center, we will become the world’s best. “We will actively support standards and certification infrastructure to secure super-gap technology,” he said.
