Good news for students and their parents. After more than two and a half months of uninterrupted strike, the national education sector will not experience any protest movements this week and classes can therefore resume this Monday. The National Federation of Democratic Education and Orientation announced last Friday the suspension of all forms of protest from the weekend. Indeed, the union formation ended up joining the sectoral dialogue initiated between the tripartite ministerial commission responsible for dealing with the issues linked to the new unified status of national education civil servants and the four most representative unions. Thus, a first meeting was held on Friday to study the main points included in his demands file.

The two parties then met on Saturday and Sunday to discuss the union group’s grievances point by point. And as we went to press, talks were continuing with a view to finding an agreement that meets the expectations of the education family. “It is very likely that the two parties will reach an agreement at the end of Sunday. In any case, as a token of goodwill, the Federation has called on all member coordinations to suspend strike action. These include the National Coordination of the Education Sector and the Unified National Coordination of Education and Support Executives and the Coordination of Qualified Secondary Teachers,” says Saad Aabil, member of the National Coordination of the Sector. education.

New achievements for the education family

It should be noted that the Saturday meeting resulted in new achievements for the education family. Indeed, according to a union member who took part in this meeting, it was agreed to create the grade of secondary education educational inspector. A demand long defended by education unions.

The five trade union centers and the tripartite commission (chaired by the Minister of National Education, Chakib Benmoussa, and including the Minister of Economic Inclusion, Small Business, Employment and Skills, Younes Sekkouri, and the Minister Delegate in charge of the Budget, Fouzi Lekjaâ), had also decided to generalize the increase of 1,500 dirhams to joint executives (technical and educational assistants), to adopt the name of inspector of financial services instead of inspector of administrative and financial services (rejected by the FNE) and to modify the designation of technical and administrative assistants.

Concerning the file of teachers in cell 10, adds the union official, the tripartite commission had decided that all teachers in this category will be granted 4 years of seniority for promotion to scale 11, while granting arbitrary years calculated for promotion outside the scale. As for teachers belonging to promotions 93, 94 and 95, they will be allocated 3 years of seniority. Finally, two years of seniority will be granted to teachers from the class of 96 and one year for those from the class of 97.

According to the same trade unionist, other issues were also discussed in detail, notably the change of grade for teachers with doctorates and qualified teachers, but without yet reaching an agreement, because the Ministry of National Education still wants to the organization of the competition for the change of grade, taking into account the limited budgetary positions. However, it will be a question of increasing the number of positions, knowing that these competitions will be launched from January 2024.

Note that the National Education Union, affiliated with the CDT, the National Education Union, under the FDT, and the National Education Federation, under the UMT, held their national councils this Sunday at the time when we went to press to make a decision regarding the draft unified statute as it has been amended. Everything suggests that the end of the tunnel is near and that this crisis will soon be a memory of the past. There is hope, but the game is far from won, given the multiplicity of actors involved, in particular the Coordinations, whose real motivations sometimes escape all logic.
