National Dog Table: Addressing Regulatory Development in the New Law for Animal Rights and Welfare

The National Dog Table has met for the first time in its history to address the priorities that are still pending regulatory development in the new Law for the Protection of Animal Rights and Welfareapproved on last march, among which are the implementation of a new system of records of animals and breeders.

In this meeting, promoted by the Royal Canine Society of Spain (RSCE), the Royal Spanish Club of the German Shepherd Dog (RCEPPA), the National Canine Association ACCAM and the Kennel Club of Spain (KCE) participated. They are the main associations of breeders officially recognized in Spain, to coordinate their work before the next development of the Law that will require a long process.

At the meeting, the work carried out in the different expert tables convened by the General Directorate for Animal Rights was analyzed, as well as the approach that will be followed during the regulatory development process of the standard.

Objective: responsible breeding

The objective is to achieve adequate recognition for the responsible breeder, in general, but, especially, for the family, occasional or amateur breeder and even the occasional breeder, which represents the vast majority of breeders of purebred dogs.

In this sense, the Board appreciated that the Law considers the responsible breeding either as part of the strategy to end abandonment and mistreatment or, what is the same, animal welfare. He also considered positive other aspects that have been introduced into the world of the purebred dog, “as long as these regulations and decrees pending development adequately reflect the essence of cinophilia and its idiosyncrasies.”

The president of the RSCE, José Miguel Doval stressed that the standard opens “a new stage for those who dedicate their efforts to the responsible, selective and certified breeding of purebred dogs”.

  • other issues such as the role of official associations with regard to the registration of breeders, training or the promotion and protection of dog activities (exhibitions, sports, etc…).

The National Dog Table is an initiative created by the RSCE and promoted under the presidency of José Miguel Doval with the aim of defending the purebred dog and responsible breeders. In contact with the different associations related to the canine world in Spain, with special attention to those dedicated to animal welfare and protection, the idea is to establish common lines of dialogue and work that allow for a more solid relationship with the different administrations. public and political parties.
