Narsa figures in 2022 – Today Morocco

The provisional statistics for the first eleven months of 2022 show 104,907 accidents, 2,922 killed and 7,512 seriously injured. For 2023, Narsa intends to improve the behavior of motorists through control and sanctions.

Road safety indicators in Morocco are experiencing a positive evolution. According to the provisional report of statistics for the first eleven months of 2022, the number of personal injury accidents at the national level stood at 104,907, recording a drop of 0.9% compared to the first eleven months of 2021. The number of people killed was 2,922, down 6.5% compared to the same period of 2021. Figures from the National Road Safety Agency (Narsa) show 7,512 seriously injured and 141,930 slightly injured. These figures fell by 4.4 and 0.3% respectively. Note that in 2021, 114,626 accidents were recorded. The number of fatal accidents stood at 3,318 and the number of fatalities at 3,685. Serious injuries and minor injuries amounted to 10,743 and 154,411 respectively in 2021. The annual number of people killed per 100,000 vehicles fell from 105 to 64 in 2020. This number subsequently increased to 75 in 2021. Over the past ten years (2011-2021), there has been a ten-point increase in the percentage of deaths in urban areas. Thus, the percentage of traffic accident fatalities in built-up areas rose from 33% in 2021 to 44% in 2021. Outside built-up areas, this percentage fell from 67% in 2011 to 56% in 2021.

More than 1 million permits issued at the end of November 2022
According to figures from Narsa, 1,055,677 permits had been issued at the end of November 2022. In 2021, this figure had stood at 1,218,880. It should be noted that in 2018, 529,763 permits were issued, 522,807 in 2019 and 636,461 in 2020. Still according to figures from Narsa, the number of candidates able to take the exams increased from 725,942 in 2021 to 673,405 at the end of November 2022. By 2020, their number had reached 409,519. For their part, the number of gray cards issued amounted to 907,973 at the end of November 2022 once morest 1,038,706 in 2021. In 2020, 718,910 cards had been issued. With regard to vehicle transfer operations, it is important to note that vehicle registration transfers amounted to 573,490 at the end of November 2022 once morest 662,031 in 2021. For their part, new vehicle registrations stood at 195,333 once morest 229,191 in 2021. During 2020, 182,067 vehicles were registered. In addition, the number of technical inspections carried out at the end of November 2022 in the various technical inspection centers in Morocco amounted to 3,953,896, recording an increase of 15% compared to the year 2021 when their number had reached 3,344,837. It should be noted that in 2020, 2,892,696 checks were carried out at national level.

Improved road safety conditions
The 2023 action plan aims to improve road safety conditions by acting on behavior and speed. Thus, it is a question of improving the behavior of road users through control and sanctions. The improvement of user behavior will be done, among other things, through the education of children in road safety. Educating future generations regarding road safety is one of the strategic pillars for improving the behavior of road users. Narsa has thus programmed the realization of several projects for the year 2023, namely the integration of traffic education in the curricula -Initiation for the college; the implementation of school road safety certificates; the preschool road safety education program. In addition, Narsa will upgrade the driver’s license examination system. To do this, the agency has planned to develop and make available to driving education establishments teaching aids and tools. Other actions include the implementation of qualifying and continuous training for instructors; drawing up a master plan for the development of the driving instruction sector; the implementation of the new bank of questions relating to the theoretical exam. Remember that the “bank” of questions will reach 1,000 instead of the current 600. In addition to education and training, control is one of the levers for improving road behaviour. In this context, Narsa has programmed several actions in 2023. The agency will continue to implement the national road control plan 2022-2024 with implementation at the regional level. As part of the national plan, the new generation of autonomous radars will be acquired, the continued generalization of the driver’s prior declaration to all legal persons (Tasrih-Saeq) and the dematerialization of the declaration of drivers for natural persons.

Modernization of the National Road Safety Observatory

Data During the year 2023, Narsa opts to modernize the National Road Safety Observatory with the specific objective of better collecting, processing and analyzing accident data and developing expertise in Accidentology and crash-investigation through the implementation of several projects. Among these are the upgrading of a traffic accident data management and indicator monitoring system and making them available to the various actors concerned. The other actions relate to the development of expertise in the analysis of traffic accidents; the implementation of the convention on the processing of forms for bodily injury in traffic. Finally, Narsa has provided for the completion of the evaluation study of the first five-year plan of the national road safety strategy and the development of the new action plan for the coming period.
