Counselor Dr. Hanafi Jabali made important statements to him in the plenary session of the representatives, during which he denied that there was a sale of the Suez Canal, as he said that the law being discussed by Parliament does not include any provisions affecting the canal or selling it, and that the state is obligated to protect, develop and preserve it as an international waterway.
The Speaker added: Selling, renting, or investing in the Canal Fund corresponds to the nature of the funds and does not in any way affect the Canal itself, and that the Suez Canal is public money that cannot be neglected, before stressing that Parliament will not drift in issuing laws affecting the constitution.
Counselor Dr. Hanafi Jabali then affirmed that Parliament is doing its best to scrutinize laws to preserve the country and the citizen, especially the Suez Canal Fund.

The word is a double-edged sword, may a word open doors of hope and honesty, and may a word sent by a person without knowledge and a statement be a tool for demolition, not construction, I have closely followed the circulating news – whether in the various media or on social networking sites regarding the parliament’s discussion of a draft law submitted From the government to amend some provisions of Law No. (30) of 1975 bylaw of the Suez Canal Authority, which includes the establishment of a fund affiliated to the Suez Canal Authority.
I was appalled by what I saw and heard yesterday – from some affiliated with the educated elite – that the provisions included in the draft law permit the establishment of companies to buy, sell, lease and exploit the assets of the Fund, which is, as they described it, an overuse of the Suez Canal, and regarding the legitimate fears of some citizens regarding this matter – It is greatly appreciated by us – which is fueled by the allegations and fallacies issued by people who have their scientific, literary, cultural and even legal standing in society, so I found it necessary to clarify the matter; The draft law that was approved by the House of Representatives in its entirety in yesterday’s session, which includes the establishment of a fund affiliated with the Suez Canal Authority – and for which the approval procedures have not been finalized, does not include any provisions for devaluing the Suez Canal because it is one of the state’s public funds, and it may not be disposed of or transferred.
The state is obligated – according to Article (43) of the Constitution – to protect, develop and preserve it as an international waterway owned by it. It is also obligated to develop the canal sector as a distinct economic center. As for what was included in the draft law regarding the right of the fund – to be established – to sell, buy, rent or exploit its fixed or movable assets, it is a natural matter consistent with the nature of the funds as a means of financing and investment, and it does not grant directly or indirectly the “Suez Canal”, because The term “assets” cannot, in any way, be applied to the same channel, as it was previously mentioned, and that we mentioned public money that cannot be neglected.
In conclusion, I address my speech to the great people of Egypt. The House of Representatives, in whom you have entrusted your trust, has not and will not drift into issuing laws that wish for the provisions of the constitution, which expresses the conscience of the nation. It is doing its utmost to scrutinize draft laws to ensure that if approved, they reach the interest of the country and the citizen. May God protect Egypt and its people.
