Despite record inflation, the increase in the municipal tax bill of citizens of L’Ancienne-Lorette will be limited to 2.75% in 2024.

This is one of the smallest increases in the greater Quebec region for municipalities that have already revealed their budget for the coming year.
Despite inflation at 5.6% and an increase in the share of 8.6% for Quebec City, the jump in the residential tax rate is limited to 2.75%, while the The increase in the commercial tax rate is limited to 2.75% for more than half of traders. In the commercial sector, the average increase will be 4.93%.
“We see that our strategy for three years of paying our debt and paying cash for our fixed assets, today, to counter inflation, is the best deal that has happened to us,” explained Mayor Gaétan Pageau.
“Equity of burden”
His administration will apply two levels of taxation with the objective of “a rebalancing and better equity of the tax burden between residential and commercial.”
For a residence with an average value of $308,254, the tax bill will increase from $3,184.59 to $3,276.95, an increase of $92.36. Ancienne-Lorette adopted a total budget of $37,133,845 on Tuesday evening, up 4.8%.
In its presentation at the public session, the municipality said it wanted to reduce its debt, pay cash for its fixed assets and keep the tax bill as low as possible.
As of December 31, 2024, the municipality expects a 50% reduction in its past debt since 2020. Four years later, the debt of $39.5 million should increase to $19.8 million.
In its five-year capital expenditure program 2024-2028, L’Ancienne-Lorette plans to invest approximately $12.3 million for the first two years. The potential financial aid, which will lower the score, might vary between 51% and 62%.

In 2023, the increase in residential taxes has also been limited to 2%, even following two years of respite.
Owners of residences in L’Ancienne-Lorette had benefited from a 2.5% tax reduction in 2022 and a freeze the previous year.
Elsewhere, Quebec (+3.9%), Lévis (+7.7%), Beaupré, Lac-Beauport and Boischatel announced much higher increases. In Lac-Beauport, the average increase is 9.4%. Saint-Augustin announced a freeze.
At the beginning of the month, a group of citizens submitted a request for judicial review before the Superior Court to force the City of L’Ancienne-Lorette to reimburse the surcharges collected from 2008 to 2015.
In 2022, Mayor Gaétan Pageau clarified that no checks would be issued to reimburse citizens overcharged by the agglomeration of Quebec since 2008.
