Mr. Akhannouch gives a very positive assessment of the implementation of the medical and social coverage project

Rabat – “The government has managed, during the first year of its mandate, to achieve a “very positive” assessment in the implementation of the medical and social coverage project”, welcomed, Tuesday in Rabat, the Head of Government, Aziz Akhannouch, emphasizing that the Executive has succeeded in the “unprecedented” feat of laying the foundations for compulsory institutional solidarity which will contribute to the protection of the rights of all citizens.

“The government has also facilitated the modalities of access to health care services in decent conditions, so as to guarantee equality among all Moroccans, regardless of their financial and professional situation,” observed Mr. Akhannouch in response to an oral question concerning “the implementation of medical and social coverage projects”, during the monthly session on general policy in the House of Councillors.

He noted that the past few years have witnessed daunting challenges nationwide, challenges related to low medical coverage due to structural imbalances in the national healthcare supply, in addition to gaps in insurance. compulsory sickness, “which has given rise to a feeling of dissatisfaction among the citizens”.

Also, the government began, from the first weeks of taking office in accordance with the agenda announced by His Majesty the King on the occasion of the 21st anniversary of the Glorious Feast of the Throne, the preparation of the ideal ground to build a modern system of social protection, by remedying the various forms of dispersion that marked the previous programs, said the Head of Government.

And to continue that these last years have also been marked by the inability of the Compulsory Health Insurance to target the groups concerned, whether in terms of limited percentage of health coverage or through the weakness of governance and coordination mechanisms. institutional.

Given the steps taken in the implementation of this project which has enabled “a real social revolution in the treatment of the fundamental issues of the citizen, with in the forefront the consecration of the right to health, the government will have succeeded in fulfilling its commitments, and before the end of 2022, to generalize and expand compulsory health insurance services, to allow all Moroccans, on an equal footing, to benefit from unified health coverage services, despite their social categories or professional”, welcomed Mr. Akhannouch.

In this respect, the Head of Government underlined that in one year, the total number of insured persons at the National Social Security Fund (CNSS) has increased from 7.8 million individuals to more than 23.2 million self-employed persons and their dependents, as well as 9.4 million members of the Compulsory Health Insurance system (AMO solidarity).

“The data on access to care showed that the increase in the number of insured persons has paralleled that of the beneficiaries of the Fund, as the number of care files for the category of self-employed workers under the he year 2022 amounted to nearly 642,700 files, while the number of files specific to (Solidarité AMO) for the month of December alone exceeded 53,400 files, to which must be added 582,524 admissions to public hospitals ( having cost more than 233 million dirhams),” he said. He also affirmed that in order to establish these achievements and ensure their sustainability, and with a view to coordinating the actions of all stakeholders in the generalization of AMO, the government wanted to develop aspects related to the management and governance of social security institutions, in addition to taking legislative, organizational, financial and institutional measures to bring this process to a successful conclusion, taking into account the structural balance between resources and contributions on the one hand , and expenses and services rendered on the other hand, in accordance with the legal architecture contained in framework law no. 09-21 relating to social protection.

In this context, Mr. Akhannouch praised the efforts made by the various government services as well as its institutional partners, whether at the level of the management and implementation of the components of the project or with regard to its legislative and organizational determinants. .

“To deal with the various shortcomings encountered during the previous periods, the CNSS mobilized to carry out the necessary revisions of its various administrative structures and modernize the plan of its interventions, as a mediating body responsible for receiving the files of the new members involved and to support all the essential steps in this project”, he noted.

In addition, the head of government dwelled on this occasion on the “important” action of the services of the Caisse, which made it possible to strengthen the rate of human resources through the recruitment of more than 1,400 additional positions in the over the past year, to establish a new training plan for administrative executives, the creation of a center for processing the files of self-employed workers, to conclude partnerships with local and mediation institutions which will ensure the missions of identification of categories of non-salaried workers as well as the transfer of their personal data to the CNSS.

The CNSS, continues Mr. Akhannouch, has begun the opening of nearly 47 local agencies, the launch of 45 mobile agencies, the creation of 8,000 communication centers to register new non-salaried workers, the creation of 2,000 points for the receipt of AMO files, as well as the creation of 4,000 local agencies dedicated to the payment of membership fees, the improvement of access conditions and the payment of administrative services to provide effective support and succeed in this royal shipyard.
