Morocco’s House of Representatives Unanimously Approves Bill Extending Industrial Acceleration Zone Benefits: Minister Mezzour Highlights Key Provisions

Rabat – The House of Representatives unanimously approved, Monday during a legislative session, Bill No. 56.23 extending Article 43 of Law No. 19.64 relating to industrial acceleration zones.

In an introductory speech to the provisions of this bill, the Minister Delegate in charge of Digital Transition and Administrative Reform, Ghita Mezzour, underlined that the main provisions of the text provide that the advantages granted under it are exclusive and cannot be combined with any other privilege stipulated by another law in the field of investment promotion.

The objective of extending Article 43 is to ensure compatibility with the legal texts in force, in particular with the provisions of framework law No. 03-22 forming the investment charter which do not exclude investment projects. investment made in the industrial sector of the main support system, as well as with the provisions of framework law No. 69.19 on tax reform, including article 3 which provides that the State ensures, in tax matters, the rationalization of tax incentives with regard to their social and economic impact or the priorities stipulated in article 2 of the same law, including the promotion of investments that generate added value and create quality jobs, said the minister.

Also, the extension of this article of Law No. 19.94 aims to ensure consistency with the provisions of the 2024 Finance Law, under which Article 195 was repealed, which stipulated that the advantages granted to establishments established in the acceleration zones should not be combined with any other privilege established by other legislative provisions relating to the promotion of investment, she stressed.
