Morocco: African Development Bank launches new RASME digital solution to modernize supervision of development projects –

RABAT, Morocco, July 18, 2024 -/African Media Agency(AMA)/- “With RASME, the collection of data on projects becomes faster, more efficient and less expensive. The faster the deployment of our future operations, the better their design will be.” These are the words used by the African Development Bank Country Manager for Morocco, Achraf Tarsim, on Monday, July 15, 2024 in Rabat, in front of several personalities, to launch the new digital project supervision solution RASME (Remote « Appraisal Supervision Monitoring and Evaluation »).

In the process of being generalized to all African countries, RASME uses a range of digital technologies to further improve project monitoring and evaluation processes.

The Deputy Director of the Treasury and External Finance, Abdelkrim Achir, who represented the Ministry of Economy and Finance, stressed the fact that “Morocco is an emerging country that aspires to new levels of growth with an accelerating pace of development. This solution will contribute to this by providing reliable data to ensure more effective and efficient management of projects. Decision-making will only be easier to serve development priorities.”

The launching ceremony also marked the beginning of a four-day training workshop bringing together more than 80 participants, including the Bank’s Moroccan partners and project managers based in Morocco.

Using mobile devices (smartphones), aerial or satellite images, the RASME IT solution makes it possible to collect precise and reliable data in real time to monitor the progress of projects in digital formats (data, photos, videos, maps, etc.), directly from the field.


The presentation of this new solution was followed by discussions on the possibilities offered by the different vectors of data collection and facilitation of the project monitoring and evaluation process.

The RASME solution is a continental initiative that illustrates the digital transition undertaken by the Bank to transform its operational processes. It is also an opportunity to consolidate the partnership between public project management units and the Bank’s sector experts.

Morocco is a founding member of the African Development Bank. Since 1978, the Bank has invested more than €12 billion in over 190 projects. Its active portfolio includes 40 operations totaling more than €3.7 billion in the health, water, agriculture, transport, energy and financial sectors.
