Moroccan educational administrators prepare to open the school year with protests and strikes

Educational administrators are preparing to receive the new school year with escalating steps, after they announced the organization of a protest stand in front of the headquarters of the Ministry of National Education, Preschool and Sports, tomorrow, Tuesday, August 27.

The National Coordination of Educational Administrators in Morocco announced its intention to launch a series of strikes in addition to boycotting duties, the dates of which will be announced at the beginning of the 2024/2025 school year.

According to the coordination, these steps come in order to “defend the dignity, rights and gains of this category, especially the eligibility decision that guarantees the exercise of educational administration tasks as original tasks for an educational administrator, and granting creditable years that are counted towards promotion to the excellent grade.”

The coordination confirmed that “the first and second drafts of the draft eligibility decision leaked in July 2024 do not meet the minimum demands of educational administrators,” noting that “they were merely copies of the contents of the decision of the Minister of National Education, Higher Education, Executive Training and Scientific Research No. 583.07 issued on January 29, 2007, determining the methods for establishing eligibility lists to occupy educational administration tasks in public education institutions, as amended and supplemented by the decision of the Minister of National Education and Vocational Training No. 4151.15 issued on December 9, 2015, and the decision of the Minister of National Education, Higher Education, Executive Training and Scientific Research No. 1849.05 issued on August 8, 2005, regarding determining the conditions and methods for organizing special training for the benefit of the cadres in charge of educational administration tasks.”

The coordination warned of the danger of the setbacks experienced by this category, holding the relevant ministry responsible for the consequences of its “exclusionary policy,” while renewing its rejection of any “retirement reform that targets the rights of employees and establishes fragility after job exhaustion, while rejecting the passage of any law that restricts or confiscates the constitutional right to strike.”

The coordination committee stressed its adherence to the administrators’ demands, which are: “reviewing the draft eligibility decision to meet aspirations, reviewing the draft reference guides for jobs and competencies to achieve fairness, balance and integration in tasks, increasing the supplementary compensation for the framework and calculating it within the pension, in addition to reviewing the meager housing compensation and the lump-sum compensation for transportation, and adopting one year to participate in the transitional movement for educational administrators.”

In addition, the same source stressed the “need to expedite the administrative and financial settlement of the beneficiaries of the promotion by selection for the year 2022 and the remainder of the 2021 promotion, and to enable general guards and supervisors to receive compensation for exams and competitions hosted by their institutions, and to institutionalize dialogue with the union of educational administrators centrally, regionally and provincially.”

On the other hand, the coordination renewed its demand to “open the mobility between the educational levels that the basic training allows, and preserve the right of educational administrators who graduated from the regional centers to promotion by selection for the year 2023 and beyond, and reveal the fate of 84 positions from the quota for promotion by selection for the year 2022, and expedite the delivery of the graduation diploma to all groups of educational administrators, and expedite enabling workers in the establishment institutions to receive their compensation and lift the injustice from them.”
