Almost a year following the implementation of the new Offense Code of Río Negro, the figures that demonstrate its effectiveness in neighborhood affairs in the province were known. a survey confirmed that a large part of the conflicts were resolved through mediation.
As detailed, the most recurring conflicts that were resolved through dialogue are: disturbing noise, untrimmed trees and parking spaces. They confirmed that «the cities with the highest population density register regarding 60% of violations under the category of neighborhood issues«.
The mediations of these conflicts are mostly carried out in the same headquarters of the Justices of the Peace or with a referral to the Integral Centers for Conflict Resolution Self-Composition Methods, which also depend on the Judiciary.
“Disagreements related to annoying noises, the emission of smoke from the use of grills, the construction of ditches, parking in garages and the use of shade by frontists are part of the list of conflicts,” they detailed.
Shortly following completing one year, judges of the Peace consulted highlighted the effectiveness of the Offense Code for neighborhood conflicts. The new Code entered into force on September 23, 2022.
What defines the new Offense Code in Río Negro
As they explained, the regulations define and penalize behaviors that alter good social coexistence but that do not have the same seriousness as a criminal offence. From the new Offense Code the use of consensual resolution methods for conflicts is incorporated and encouraged.
They stressed that their main objective is provide quick solutions to daily neighborhood problems and prevent their escalation into confrontations that can reach greater severity.
Within the new law, the figure of “street harassment”. Besides the penalties for cases of animal abuse and environmental damage were aggravated.
