IBAMA (Brazilian Institute for the Environment and Renewable Resources) coordinated, this Wednesday (March 1st), in Paranaguá, the public hearing for the presentation of studies for the construction of the new port complex in Paranaguá, Porto Guará. More than a thousand people – with 350 on-site participants and another 902 online – followed the event.
“The holding of a public hearing is provided for in the legislation and is an instrument of the licensing process that guarantees popular participation and which must take place following the elaboration, presentation and acceptance of the Environmental Impact Study (EIA) and Environmental Impact Report (RIMA) , by the environmental agency”, explained the general coordinator of environmental licensing for marine and coastal undertakings at IBAMA – linked to the environmental licensing board, Itagyba Alvarenga Neto. According to him, the hearing is a moment of accountability – in which it is possible to send contributions.
The event was attended by authorities, technicians, representatives of civil society entities, non-governmental, environmental organizations and communities that live around the bay of Paranaguá. According to Itagyba, the contributions made during the hearing will be organized and analyzed by the environmental agency, together with the studies presented, and will serve as a subsidy for the analysis and final opinion on the undertaking.
The Private Use Terminal (TUP) will be implemented in the Embocuí region – the industrial district of Paranaguá and an economic development and port interest zone, in accordance with the municipal master plan.
“We have completed one more step, which is to inform the population. We present the project, the phases of the undertaking, the environmental study and enable a broad debate with the population”, said the president of Porto Guará Infraestrutura SPE (Specific Purpose Society), Xênia Arnt.
About Porto Guará
In all, approximately R$5.9 billion will be invested in the construction of Porto Guará, in an area of 2 million square meters, 42% of which will be maintained as a preservation area.
The movement perspective is 31.5 million tons/year of grains, liquids and that will occur in phases. There will be seven berths, two access bridges, five solid bulk export terminals, one solid bulk import terminal, one liquid bulk terminal and 1 container terminal. The back area will consist of solid bulk terminals (export and import), liquid terminal, container terminal, truck yard, internal circulation routes, internal railway branch and administrative areas
1,800 jobs will be generated in the first year of work, reaching 6,449 direct jobs in the operational phase.
After the preliminary license (LP) and installation license (LI), the forecast is that the beginning of the works will take place in 2024. In this perspective, the TUP should start its operations in 2026. Currently Porto Guará is in the licensing phase environmental.
Innovation
The Porto Guará project comes with the differential of having the largest rail structure connected to a multi-cargo port complex in Latin America. There will be 21 kilometers of integrated railways and capacity to receive loads of more than 25 million tons/year in rail mode. The port’s capacity to receive cargo via railroad should triple the current reception capacity of Paranaguá.
Environmental studies
During the public hearing, all the environmental studies carried out in the last four years were presented and how the mitigation of impacts will be carried out through 42 environmental programs and projects proposed in the Environmental Impact Study, Environmental Impact Report (EIA/RIMA) and in the Plan Environmental Basics – PBA.
