The Minister of State in charge of Justice, the Promotion of Human Rights and Good Governance, Keeper of the Seals, Arnaud Djoubaye Abazene proceeded on Wednesday May 04, 2022 to the graceful remission of the sentences of some detainees from the central house of Nguaragba.
The context of this ceremony is to implement the recommendations of the Republican Dialogue, translated through the provisions of Decree No. 22.123 on the measure of pardon granted by the President of the Republic, Faustin Archange Touadera to persons convicted of offenses whose convictions intervened before April 27, 2022, which must benefit from the remissions of sentences. According to the Minister of State in charge of Justice, the constitution of March 30, 2016, in its article 33 paragraph 1is and 8, stipulates that: “The President of the Republic, Head of State has the power to exercise the right of pardon”. Minister Abazène took this opportunity to remind national and international opinion that the initiative of the outstretched hand of the President of the Republic, Head of State is a constant political will to bring together the daughters and sons of the country without any discrimination. April 2022, several recommendations were made, including the measure of social relaxation”, declared the Minister of Justice. He welcomed the proactivity in the implementation of this recommendation which resulted in the handing over of the sentences to detainees in three penitentiary establishments in Bangui, in particular, the central prison of Nguaragba, the penitentiary district of Camp de Roux and the remand and correctional center for women in Bimbo. He noted that this measure also concerns mainly prisoners from the provinces. This makes a total of more than 300 detainees released. Remember that this remission measure only concerns people convicted of offenses whose convictions occurred before April 27, 2022. Those whose prison sentence is between 6 and 10 years, their sentence will be reduced by half and those whose imprisonment is less than or equal to 5 years benefit from a total discount. .
