Asuncion, IP Agency.- Through a technical cooperation agreement between the Ministry of Public Works and Communications and the Paraguayan Indigenous Institute, training on the regulations for Free, Prior and Informed Consultation was initiated, which marks the first step in the implementation of said institutional agreement.
The initiative seeks to strengthen the capacities of technicians from both institutions in the implementation of Decree 1039/2018, which establishes the Process of Consultation and Free, Prior and Informed Consent with indigenous peoples.
The agreed technical cooperation focuses on improving consultation procedures, improving the identification and assessment of impacts, developing mitigation strategies and promoting more effective and culturally appropriate communication.
This cooperation represents a significant step towards the effective integration of indigenous rights in the planning and execution of infrastructure projects in Paraguay.
In this context, the meeting is part of a series of activities planned to update procedures and improve the protection of the rights of indigenous communities in infrastructure projects in Paraguay.
The training is aimed at officials from the Indigenous Peoples Department of the Directorate of Socio-Environmental Management (DGSA) and the Project Execution Units of the MOPC, who work directly with indigenous populations in infrastructure works.
The Strategic Planning Department of INDI was in charge of providing the training, which focused on current regulations and technical guidelines for addressing the issue in indigenous communities.
