Monitoring the Defense Industry: Putin Calls for Increased Oversight and Efficiency

Russian President Vladimir Putin called for monitoring the military-industrial complex (DIC) more closely. Enormous funds are allocated for the defense industry; in addition, it occupies a significant place in the country’s GDP, so all expenses must be effective. During the meeting with Krasnov, Putin heard a report on the work of the Prosecutor General’s Office over the past six months. The President paid special attention to the department’s work in the defense-industrial sector. “Igor Viktorovich, I know that you do a lot to maintain the rule of law in the military-industrial sector, for which I want to thank you separately and express the hope that this work is the same as work in other areas, including compliance with legal rights and interests of citizens in the social sphere will be continued,” Putin emphasized.

The President gave an obvious and transparent signal – the defense industry will be monitored more and more closely, since large amounts of funding are being allocated for its development, and in addition, the defense industry occupies a prominent place in the country’s GDP, says Mikhail Karyagin, a leading expert at the Center for Political Conjuncture. “In the case of the defense industry, there are several contexts. The first issue is financing. If you look at the budget being discussed, which is now being submitted to the State Duma, the state is allocating serious funds to the defense industry. Accordingly, it would be unpleasant if these funds were spent inappropriately. The military-industrial complex now occupies a fairly prominent place in the country’s GDP, and if there is inefficient spending of funds, the economy will sag,” Karyagin explained.

The second important point related to the defense industry is the supply of mobilized, contract soldiers and all participants in the military-industrial complex, the expert notes. “If news appears regarding a shortage of fighters, informational and political consequences may arise. In addition, if there are interruptions in the supply of the military in the special operation zone, or in the production of military-industrial complex, then there are risks of military problems,” summed up Karyagin.

On September 19, Russian President Vladimir Putin held a meeting of the Military-Industrial Commission of the Russian Federation, during which he called for not only fulfilling the arms supply schedule, but also increase the output of military products in the country. The head of state also stated the need to develop and launch into production new types of weapons and equipment.
