Hodanren vice chairman Tomoo Takeda (middle) and others explain the results of the survey in Shibuya Ward, Tokyo, on Sept. 9.

Regarding minor health insurance cards that integrate health insurance cards and My Number cards, there are cases where the counter-payment ratio differs from that of health insurance cards. A survey of the situation since April found that 370 medical institutions in 19 prefectures across the country reported incorrect labeling.

Hodanren made the announcement at a press conference in Tokyo on the 9th. The survey was conducted from July 14th to the 1st of this month, targeting 32,150 institutions nationwide, and responses were received from 2,780 institutions in 21 prefectures.

According to this, they asked whether there was a difference between the “payment ratio” on the online eligibility confirmation screen used by the minor health insurance card and the “payment ratio” on the face of the health insurance card for elderly people aged 70 and over. 370 institutions, or 13.3% of the respondents, answered that there was at least one case. A clinic in Toshima Ward, Tokyo, responded that there were 15 cases. The breakdown of the 370 institutions by prefecture includes 55 in Tokyo, 90 in Kanagawa, 55 in Chiba, and 29 in Shizuoka.

The ratio of copayment at the counter ranges from 10% to 30% depending on age and income, but for elderly people aged 70 and over, there are detailed income classifications, and local governments can grasp changes in household information such as income and household composition every month. and is reflected in the burden ratio. The current health insurance card was used without problems. The cause of the incorrect labeling is unknown, and Hodanren is asking the Ministry of Health, Labor and Welfare to conduct a fact-finding investigation.

In the Chiba City case, there was no error in the data provided by the city hall, but in the process of registering for the online eligibility verification system, the burden rate, which was originally 30%, was mistakenly reduced to 20%.

This is an interim tally, and the final results will be compiled by the end of August. At a press conference, Hodanren vice chairman Tomoo Takeda said, “Even if there are discrepancies in the indications, patients are able to receive medical care with the correct share of the burden because they bring their health insurance cards. I need it,” he said. (Hiromi Nagakubo, also photo)
