A National Declaration for the Formalization of Employment in Guatemala was signed yesterday by the Minister of Labor and Social Welfare, Miriam Roquel, and the president of the Coordinating Committee of Agricultural, Commercial, Industrial and Financial Associations (Cacif), Carmen María Torrebiarte.
In the document, the organized business sector and the Mintrab reiterated their commitment to the economic and social development of Guatemala, through the creation of conditions conducive to the generation of formal and sustainable employment, explains the Cacif.
“For the formalization of employment, it is essential to establish a favorable environment that encourages investment, which, in turn, generates new jobs, promotes business sustainability and facilitates the development of technical and professional skills,” it was mentioned.
At the event, the speakers discussed the role of institutions in generating employment and development: “Access to decent formal employment is the first step for families to have well-being, since the salary that is earned each month is It becomes the opportunity for children to study and prepare for the future. That salary is transformed into a family outing or the possibility of buying a property or a home,” said Torrebiarte.
According to the statement from said business entity, Minister Miriam Roquel said that this Agreement supports the presidential priority of creating more and better jobs for Guatemalans. “The Government, in a strategic alliance with the business sector, has assumed the commitment to contribute to the updating and implementation of the National Decent Employment Policy,” added the minister.
Diego Marroquín, executive director of Cacif, said that the present and future of employment was discussed and in that context, “another important issue is the need to provide the necessary inputs to the Guatemalan Social Security Institute (IGSS) so that all Guatemalans can have full coverage. Also the Mintrab Temporary Mobility program for temporary work abroad, which shows that there are forms of regular migration that help productivity and development.”
Adaptations
During the activity, the importance of education being adapted to its training programs to generate the professionals that employers need was also discussed. An example is that there is still a huge gap in what is learned and what is required to apply to various current jobs, mainly those related to technology.
According to the president of Cacif, if this need is addressed, job placement will be easier, which is why alliances are being proposed to have more young people practicing in companies, while they study.
The event was attended by government officials, IGSS, deputies, representatives of the International Labor Organization (ILO), businessmen and Attorney General María Consuelo Porras, along with other officials of that institution.
According to the latest National Employment and Income Survey, carried out in 2022, the unemployment rate rose to 3% during 2022, but 70% of those engaged in productive work do so informally.
