On the 27th, a heavy rain warning was issued in Jeju and the southern region, and a missing person occurred. The Ministry of Public Administration and Security upgraded the first stage of the Central Disaster and Safety Countermeasure Headquarters to the second stage at 11:45 that night. The crisis alert level was also raised from ‘caution’ to ‘alert’. Previously, at 9:00 p.m. on the same day, the Ministry of Public Administration and Security issued the first stage of a major script and raised the crisis alert level from ‘interest’ to ‘caution’.

Kim Seong-ho, head of the Disaster and Safety Management Headquarters of the Ministry of Public Administration and Security, held an emergency inspection meeting for related organizations in preparation for heavy rain at midnight on the 28th. The National Fire Agency also activated the Central Emergency Rescue Control Group at 0:25 on the 28th.

As of 11 p.m. on the 27th, heavy rain warnings are in effect for 16 regions in Gwangju, Jeonnam and North Korea, and 6 regions in Gyeongnam, and heavy rain advisories are in effect for Busan, 17 regions in Jeonnam and North Korea, and 8 regions in Gyeongnam. One person is missing in the Jeonnam area.

As of 10:00 p.m., the accumulated precipitation is 103mm in Namhae, Gyeongnam, 68mm in Yeosu, 65.8mm in Gwangyang, 60.5mm in Sacheon, 60.5mm in Buk-gu, Gwangju, and 40.7mm in Goheung, South Jeolla. According to the Korea Meteorological Administration, rain is expected in the Jeolla region, southern Gyeongbuk region, Gyeongnam region, and Jeju Island by the morning of the 28th, and very strong rain accompanied by gusts, thunder and lightning is expected in the southern coast and Jeju Island until dawn.

Access to 101 trails in 5 national parks (Hallyeohaesang 43, Dadohae 40, Wolchulsan 10, etc.) was restricted, and the operation of 7 passenger ships (Gangneung-Ulleung, Jindo-Jukdo, etc.) was restricted.

The Central Disaster Prevention and Control Headquarters ordered related agencies to strengthen precautions for collapse-concerned areas such as landslides and steep slopes, and to actively conduct prior control and evacuation of residents in preparation for flooding in low-lying coastal areas and river flooding.

In order to prevent local residents and visitors from being isolated in dangerous areas, a disaster forecasting and warning system was operated, emergency evacuation was conducted in case of danger, and areas with high risk of collapse of steep slopes and landslides were inspected and residents were evacuated in advance.

In addition, it was requested to guide the public on behavior tips such as refraining from going out until the water level goes down following rain, such as working on drainage ditches and farmland, controlling fishing and campsites, and restricting users.
