The Ministry of Land, Infrastructure and Transport has decided to suspend operations for 8 months under the authority of the Minister of Land, Infrastructure and Transport for the GS Construction consortium and subcontractors, which are the construction companies of Geomdan Apartment, where the underground parking lot collapse occurred, for poor construction. In addition, it plans to request the Seoul Metropolitan Government to impose a two-month business suspension on the GS E&C consortium for reasons such as dishonest safety inspections.
The Ministry of Land, Transport and Maritime Affairs announced that it plans to dispose of a six-month suspension of business for the consortium of Mokyang Architects, which is the construction project manager, for intentional or gross negligence. Separately, we plan to ask Gyeonggi-do to impose a two-month suspension of business on the grounds of omitting the construction, inspection, and testing of major construction works.
Regarding the consortium of Yusun Engineering Architects, a design firm, they plan to request the Seoul Metropolitan Government to cancel their license registration or suspend their business for two years. Regarding related professional engineers, the head of the Seoul Regional Land Administration decided to dispose of a one-year suspension of qualifications. Furthermore, the Ministry of Land, Transport and Maritime Affairs decided to request the police to investigate whether the design, construction, and supervision companies violated related laws.
Meanwhile, the Ministry of Land, Infrastructure and Transport announced that the results of self-inspection of GS E&C’s 83 construction sites were found to be appropriate. After the accident at the underground parking lot in Geomdan, GS E&C commissioned 83 apartment construction projects across the country to the Architectural Structure Technology Association to conduct safety inspections. The Ministry of Land, Transport and Maritime Affairs and the National Land Safety and Security Agency confirmed the results of self-inspection from June 19 to August 18. As a result, the concrete strength (non-destructive investigation using Schmidt hammer and compressive strength test through core collection) met the standard, and the rebar (Non-destructive investigation using a rebar explorer) also confirmed that there were no omissions.
