Ministry of Justice transfers high-risk inmates to weaken criminal clans

Asuncion, IP Agency.- The Ministry of Justice announced that it is in the process of executing, under strict security measures, the transfer of 14 high-profile inmates from the Regional Penitentiary of Ciudad del Este to the Minga Guazú Social Reintegration Center, in the department of Alto Paraná.

According to the report from the State portfolio, the operation began at 4:30 a.m. and is taking place without incident, under the supervision of the Minister of Justice, Rodrigo Nicora.

The operation involves officers from the National Police Directorate of the Department of Alto Paraná and the Department against Organized Crime, as well as from the General Directorate of Penitentiary Establishments (DGEP) and the Security, Information and Intelligence Unit (USII) of the Ministry of Justice.

The transferred inmates are highly dangerous and do not conform to the precepts of order and discipline of the ordinary penitentiary system, and will therefore be assigned to the special closed regime area (maximum security) of Minga Guazú, in continuation of the gradual transfer of inmates to this new penitentiary center according to their classification.

In this ongoing operation, seven inmates from the “Martín Mendoza” Regional Penitentiary in Emboscada and one inmate from the Concepción Regional Penitentiary are also transferred simultaneously to the Minga Guazú Social Rehabilitation Centre. All inmates will be housed in individual cells in the high-security pavilions.

This procedure is carried out within the framework of the New Penitentiary Management Model carried out by the Ministry of Justice, with the aim of combating transnational organized crime, weakening the structure of criminal clans in the penitentiary system, and guaranteeing and strengthening citizen security.

The 22 inmates transferred were identified as “high profile” (dangerous) by the National Police and the General Directorate of Penitentiary Establishments (DGEP) of the Ministry of Justice.

In the special closed regime, inmates are housed in individual maximum security cells, with no possibility of having contact with other inmates, with only two hours of exit from their cells per day to a room equipped for walking, and without the right to private visits. They may receive social visits (family visits) with prior arrangement.
