This came during Al Jaber’s speech at the fifth meeting of the High-Level Dialogue of the Friends of the Paris Agreement, which was held this week in the Chinese capital, Beijing, where he praised China’s pioneering role in global efforts aimed at achieving a responsible, orderly and just transition in the energy sector.
Sultan Al Jaber concluded his visit to the People’s Republic of China, where he met with Wang Yi, Chinese Foreign Minister, Zhao Yingmin, Chinese Vice Minister of the Environment, Xie Zhenhua, Chinese Special Envoy for Climate, and Laurence Tobian, President of the European Climate Foundation and one of the architects of the Paris Agreement.
In his speech, Al-Jaber stressed the need to provide a decisive response to the global outcome to evaluate progress in implementing the goals of the Paris Agreement, and said: “The time available for the world to take the necessary measures is short and limited, which requires developing a clear and detailed action plan that provides the desired response across all the main pillars of the Agreement.” Paris”.
Al-Jaber pointed out the urgent need to agree on an ambitious action plan for the issue of mitigation, finalize the adoption of a comprehensive and decisive framework for the global goal on adaptation, activate the Loss and Damage Fund and its financing mechanisms, and agree on a fair and equitable methodology for the means of implementation.
Dr. Sultan Ahmed Al Jaber reiterated that the world is far from the right track to achieve the goals of the Paris Agreement, and that the COP28 action plan will ensure that the ambitions of the agreement are transformed into practical and tangible results. He pointed out that the first pillar of the plan is to accelerate the achievement of an orderly, responsible and just transition in the energy sector. He also praised China’s pioneering role in efforts to achieve this transition and expressed his confidence in the world’s ability to achieve the desired progress in this field.
Al Jaber added: “China was able to increase its production capacity from renewable energy sources to 1,000 gigawatts, and is on its way to producing an additional 500 gigawatts of wind and solar energy during the next three years. This is very much in line with the COP28 call to increase the production capacity of renewable energy sources globally by three years.” times by 2030.
Dr. Sultan Ahmed Al Jaber said: “China will also play a vital role in expanding the scope of green growth by enhancing cooperation between countries of the South through the Belt and Road Initiative, which aims to stimulate investment in green infrastructure in emerging and developing economies.”
Dr. Sultan Al Jaber also stressed the necessity of activating the Loss and Damage Treatment Fund and its financing arrangements during COP28, and renewed his call for donor countries to double adaptation financing by 2025 and replenish the resources of the Green Climate Fund.
Al Jaber pointed out the importance of including nature conservation efforts in climate action, and praised China’s commitment to “ecological civilization,” which is a set of economic, educational, political, agricultural, and other reforms that aim to achieve the concept of sustainability, and its keenness to enhance natural ecosystems and its success in Its air quality has improved by almost 100% since 2015.
It is worth noting that the high-level dialogue of the Friends of the Paris Agreement constitutes a non-governmental platform for climate action leaders to meet to explore and exchange ideas and opinions on ways to implement the goals of the Paris Agreement.
The fifth meeting of the dialogue included discussions on specialized topics, including the transition in the energy sector, the transition of industrial sectors towards climate neutrality, and the provision of climate financing and the development of its mechanisms.
