the essentials The Minister of Health met on Friday morning with representatives of the three main families of complementary health insurance (mutual societies, insurers, provident institution), to discuss future price increases.
The government is raising its voice once morest complementary health insurance companies accused of causing their prices to slip, by inviting consumers and businesses to bring in competition. “If we can explain an increase of 5 to 7%, which is already significant, the increases announced by certain organizations which can go up to 12% are unacceptable,” declared the Minister of Health Aurélien Rousseau, following a meeting with complementary representatives in the morning.

Insured persons who have individual contracts, and companies which have subscribed to collective contracts “must fully make use of the contract termination clauses, if they consider that the complementary organizations have not been able to explain these increases to them” , indicated the Minister of Health who met representatives of the three major families of complementary health insurance (mutual societies, insurers, provident institution), to discuss future price increases.
Increases of 8 to 12%
Most of these increases have not yet been announced, but they should generally range between 8 and 12%, according to specialist forecasts. Supplementary organizations – often called mutuals by misnomer since only some of them have mutualist status – justify these price increases by inflation, and by the sharp increases in health spending observed since the end of the crisis sanitary. The French Mutualité, which brings together complementary mutual insurance companies, estimates that its members have seen their expenses increase on average by 6% over the first eight months of 2023.
“Increased risk”
The supplements also incriminate the transfers of Health Insurance charges. Following negotiations with dentists this year, it only reimburses 60% of their fees (compared to 70% previously), forcing complementary health insurance providers to increase their reimbursements so that the operation is painless for the socially insured person. But the State nevertheless believes that the account is not there, and that the increases desired by complementary health insurance are not completely justified. He targets in particular the operating expenses of complementary health insurance, which he finds too high.

“There is a lack of proactivity or an inability of certain actors to regulate management costs which raises questions for us,” people close to the minister said on Friday. According to Drees, complementary health insurance companies keep around 20% of the money they collect to ensure their operation. This share has been stable since 2015. For supplementary insurers, the underlying problem is rather the inexorable increase in health expenses, which forces them to increase contributions. “Health spending is increasing faster than national wealth, and this is accelerating,” said Eric Chenut, president of Mutualité Française. So “we need to devote more resources to them,” he said. The State, Health Insurance and complementary insurance “have a common responsibility”, he said.
