“I had neither the authority nor the mandate,” pleaded the minister, questioned by the solidarity Haroun Bouazzi during the study of credits in the National Assembly.

Éric Caire says that as Minister Delegate for Digital Transformation from 2018 to the end of 2021, it was impossible for him to advise a state-owned company in its digital transformation.

Quebec created the Ministry of Cybersecurity and Digital on January 1, 2022 to allow the Minister to play an advisory role.

The SAAQ rolled out its new digital platform SAAQclic, allowing for example the renewal of the driver’s license, in February 2023.

The Crown Corporation closed its services for three weeks before the launch of its new service.

Once once more, the Minister never advised the SAAQ not to act in this way, despite the high risks of a difficult resumption of services to citizens.

Ditto for the implementation of a communication plan which should have been implemented upstream, well before the launch of SAAQclic.
