MINISTER of State Apparatus Empowerment and Bureaucratic Reform (Menpan-Rebiro) Abdullah Azwar Anas said that the government has prepared and discussed the Problem Inventory List (DIM) of the Draft Law (RUU) of the Presidential Advisory Council (Wantimpres), at the DPR RI Legislative Body Working Meeting with the government, at the DPR RI Legislative Body, Tuesday (10/9). The working meeting has an agenda to discuss the Bill on Amendments to Law No. 19/2006 on Wantimpres, which is a bill initiated by the DPR RI.
“The government team has identified and reviewed five points of change proposed by the Indonesian House of Representatives in the Wantimpres Bill, namely institutional nomenclature, institutional status, membership structure, membership requirements, and provisions for dual positions,” he explained.

In more detail, the DIM of the Wantimpres Bill consists of 52 points, with 27 points of fixed DIM, eight points of substantive changes, 14 points of substantive deletion, and three new additions. The Minister of PANRB is the coordinator of the Government Representative in the Preparation of the DIM Bill together with the Minister of Finance, and the Minister of Law and Human Rights.
The Wantimpres nomenclature is expected to remain in use considering that the term is very familiar in any dimension since the amendment to the 1945 Constitution. Regarding the change in institutional status, Minister Anas stated that the government recommends that the Wantimpres status remain as a government institution in accordance with Law No. 19/2006 and the mandate of Article 16 of the 1945 Constitution.

Furthermore, the Government is of the view that the prohibition on holding dual positions as regulated in Article 12 paragraph (1) letter d of Law No. 19/2006 must be maintained. “This is to maintain and guarantee the integrity, professionalism, and independence of Wantimpres so that it can remain focused on carrying out its duties as an advisor to the President without being influenced by any external interests,” he said.
Closing his explanation, Anas added that the government’s explanation of the contents of the Bill on Amendments to Law No. 19/2006 on Wantimpres can be used as a consideration before entering into a more detailed and in-depth discussion of the substance of the Bill’s DIM. (H-3)
