Mining: nearly 8,000 Burkinabè employed by 14 companies in 2021

En 2021, 14 of the 17 active mining companies employed 8,491 people. Of this number, Burkinabe employees represented 93.13%, compared to 6.87% foreigners. Women represent 9.83% of employees, compared to 90.17% of men. This active staff allowed mining production to obtain green indicators in 2021, despite the insecurity that the country has experienced since 2015. For example, the forecasts for mining extraction in 2021 spent the expectations of the Burkinabè State. A feat praised by the president of the EITI-BF steering committee, the Secretary General of the Ministry of Economy, Finance and Foresight, Nicolas Kobiané. He noted that the total quantity of gold (industrial and artisanal) produced in 2021 was 67.13 tonnes, compared to 63.02 tonnes in 2020, an increase of 6.52%. According to the report, this increase in production is justified by the rise in the price of gold and the increase in the quantity of gold produced, the entry into production of the Samtenga gold mine in March 2020 and the Sanbrado gold mine in May 2020, operated respectively by Nordgold Samtenga SA and Somisa SA which made it possible to note the increase in production in 2021. Nicolas Kobiané underlined that the sector was also the largest contributor to the economy of the country. As proof, he cites the contribution to export revenues of which the sector contributed to the tune of 2,250.76 billion FCFA in 2021, compared to 2,340.72 billion FCFA in 2020. The extractive sector contributed to the GDP to the tune of 1,567.30 billion FCFA in 2021, compared to 1,637.79 billion FCFA in 2020. This information is contained in the Extractive Industries Transparency Initiative (EITI) 2021 report, officially presented to the press by the steering committee, on December 5, 2023, in Ouagadougou.

Reduction in authorization of mining titles

But what was the value added to state tax revenue? The answer to this question highlights an increase of 91.80 billion FCFA in tax revenue between 2021 and 2020. It appears that the net income generated by the extractive sector, including mining subcontractors for the year 2021, is amount to 383.5 billion FCFA, compared to 291.70 billion FCFA in 2020.

Still in the same trend, in 2021, revenues from the extractive sector collected by the Treasury amounted to 318.98 billion FCFA (net of reimbursements for VAT credits) representing 83.17% of the total payments made by the extractive companies during the same period. In terms of flows, royalties are the leading contributors at 28.29% of total net revenue, followed by Corporate Tax (IS), 18.64% and customs duties, 17.65%. . VAT credit reimbursements severely impacted revenues representing 121.71 billion FCFA, i.e. a negative contribution of -37.01% of the budgetary revenues of the mining sector. As for the license collected, the total amount paid in 2021 is 5,016,590,028 CFA francs, compared to 4,377,598,938 FCFA in 2020, an increase of 14.60%. This amount is directly paid into the budget of the Municipalities.

Total revenues collected from mining subcontractors amounted to 54.64 in 2021, compared to 55.21 billion FCFA in 2020, a decrease of -1.03%. This amount is entirely included in the state budget. This amount represents 14.25% of all revenues from the extractive sector in 2021, and 17.12% of the contribution to budgetary revenues. The steering committee notes that 2021 saw a drop in authorization of mining titles (security situation requires). Thus, during the year 2021, there were 594 mining titles and authorizations, compared to 699 in 2020, a drop of 15.02%.
