(CNN) — A man threw milk at two girls in Iran for not wearing hijabs at a store in the city of Shendiz on Thursday, according to a video and a report published by Iran’s semi-official Mizan News Agency.

The “silent” video shows an unknown man approaching one of the two girls and talking to her before proceeding to take a bowl of milk from the store and throw it to hit both girls on the head. The video appears to show an employee removing the suspect from the store.

It is noteworthy that CNN is unable to verify what was said immediately before the confrontation.

Mizan reported that the two girls were arrested following an arrest warrant was issued for not wearing headscarves in public, and Iranian officials said the suspect was arrested for undermining the regime.

On Saturday, Iranian President Ebrahim Raisi said during a conference that if one does not have a strong belief in the hijab for any reason, it is still the commitment to follow the law that creates a legitimate society, according to Archyde.com.
