Military, the era of the unions: ok to 21 acronyms.  Towards the tables for increases of 180-195 euros

The era of military unions begins. The Minister for the Public Administration, Paolo Zangrillo, yesterday signed the two decrees on the representativeness of the professional associations of a trade union nature – 21 in total, of which one joint force, the Usmia, representative of both the Army and Navy and the Carabinieri – which unblock the process for the opening of negotiations on the new agreements for the defence, security and public rescue sectors. On the plate, for the approximately 450 thousand workers, there are 1.5 billion, 32% of the 5 billion allocated in the 2024 budget law for contract renewals of public employees, excluding healthcare.

Armed forces, 12 acronyms on the field

To recognize the representativeness of the associations, we based ourselves on the personnel in service as of January 31st: those whose members reached at least the threshold of 2% of the total employees of each force received the “stamp” from the Government, but from May 27th 2025 – as provided for by law 46/2022 – the quota will have to rise to 4% (and 3% in the case of joint forces associations). For the Army there are six representative acronyms: Italian Trade Union Organization of Military Personnel (Itamil), Autonomous Italian Military Organized Union of the Army (We are Ei), Trade Union Association of Italian Military Professionals (Aspmi), Free Military Representation (Lrm), Military Trade Union Union associated joint forces (Usmia) and Autonomous Military Union (Sam). For the Navy there are three representative unions: National Navy Union (Sinam), Italian Navy Military Union (Sim Mm) and Associated Joint Forces Military Union (Usmia). As for the Air Force, there are four acronyms on the floor: Military Association united in the Air Force Union (Amus Am), Union of Air Force Military Associations (Usami Am), Air Force Union (Siam) and United Military Workers Union (Siulm).

For Arma and Fiamme Gialle ten unions

The second decree signed by Zangrillo concerns the military police forces. Seven unions representing the Carabinieri: Italian Carabinieri military union (Sim Cc), Italian Carabinieri trade union union (Usic), Carabinieri union planet together (Psc together), Carabinieri trade union association (Unarma), New Carabinieri union (Nsc), Carabinieri unitary union (Siul Cc) and associated joint military trade union union (Usmia). For the Guardia di Finanza there are three players: the Italian Union of Financiers (USIF), the National Union of Financiers (Cgs – Sinafi Cgs) and the Italian Union of Financiers (Silf).

With the new Agreements, average monthly increases of 195.5 euros for the police forces

With the final farewell to the Cocers and the implementation of law 46/2022 which established freedom of association also for the military, a new phase therefore opens: once the PA decrees have been published in the Gazette, the Civil Service department will be able to convene the tables to open the dance of the new Agreements. According to the calculations of the Ministry of Economy, the highest average increases, when fully operational (from January 2025), will be 195.5 euros for the 292,500 employees of the police forces, i.e. for the approximately 95 thousand employees of the State Police, the 36,200 of the Penitentiary Police, 104,800 Carabinieri and 56,500 Financiers. Current average salaries are around 42 thousand euros per year, from just over 40 thousand for the Penitentiary Police to 43,500 for the Fiamme Gialle.

INCREASES IN THE PAYROLL

For the Armed Forces, paychecks are heavier than 187.7 euros

Followed by the 121,500 women and men of the armed forces: for them the average monthly increases when fully operational will be 187.7 euros. Today the Army has an average annual salary of 38,500 euros, the Air Force of 43 thousand and the Navy of 42,500. For the 33,800 firefighters (the current average salary of non-managers is 38,000 euros, 51,400 for managers and almost 100,000 euros for managers) heavier paychecks of an average of 179.4 euros are expected.
