The Venezuelan Prisons Observatory (OVP) reported that during the early hours of Tuesday, October 29, at least 27 military officials were transferred from the Guaicaipuro Military Prosecuted and Sentenced Center (Charallave) to the Ramo Verde National Military Prosecuted Center (Los Teques) , Miranda state.

The OVP warned that the transfer was ordered after a riot of “social prisoners” who demanded better prison conditions and threatened to kidnap the soldiers.

The organization explained that in the early hours of Tuesday, October 29, around 1:30 am, the “social prisoners” broke the bars of the facility (Charallave) to reach the police and military cells. The group stated that they would begin the abduction of these prisoners in order to obtain a concrete response regarding their requests.

The non-governmental organization (NGO) asserted that Cepropemil-Charallave does not have “the minimum conditions to detain people deprived of liberty,” referring to the security incident with the bars.

“The infrastructure has not even been completed and instead of walls there are bars, as if it were a giant cage,” the organization clarified through a statement on X (Twitter).

The observatory was able to learn that a total of 72 “social prisoners” and 8 police officers were taken to the Yare Penitentiary Center (Miranda) after the altercation. Representatives of the NGO assure that they will continue to monitor the situation and request measures to avoid the confinement of people in Cepropemil-Charallave.

The detention center is located in Fort Guaicaipuro, between Charallave and Santa Teresa del Tuy, in the state of Miranda.

On October 21, detained soldiers began a hunger strike at Cepropemil-Charallave to demand to be treated by General Luis Ojeda, general director of the Penitentiary Service of the Nacimiento Armed Forces (FANB), and to reject irregular situations in the detention center.

Sandra Hernández, wife of the detained soldier Luis Bandres, denounced the poor conditions of the detainees and indicated that they were threatened by the guards. Hernández warned that, to date, the soldiers had already received threats from common prisoners to kidnap them to obtain benefits.

“The civilians who are in said facility, who are highly dangerous, have threatened to kidnap our relatives to obtain benefits, since in a previous riot (September 17) they offered them a series of things that they have not fulfilled,” he said. Hernández in a video he posted on his X account on October 20.

She reported that on October 19, one of her husband’s roommates fell and has not received any medical attention despite the severity of his injuries, a fact that led to a protest by the military.

On October 18, the Penal Forum reported that as of October 14 there were 1,936 political prisoners in Venezuela. Of that total, 160 are military and 1,776 are civilians.
