The re-investigation of the Cheonan incident began when Shin Sang-cheol, who had raised the ‘stranding theory’, filed a complaint with the Fact-finding Committee. The fact-finding committee accepted this complaint and decided to re-investigate in December 2020, but continued criticism that Shin was not qualified to be the author.

According to the Chosun Ilbo report on the 6th, lawyer A, who was then the head of the investigation committee’s re-investigation of the Cheonan, said in a phone call with the Chosun Ilbo, “On February 19, last year, following the re-investigation decision was made, I came here to report the agenda to be brought to the monthly regular meeting. “I found the former chairman,” he said.

Lawyer A also said, “Ex-Chairman Lee said, ‘Even if there is nothing that can be overturned (existing conclusions), it may be impossible following the election next year (2022), so please conduct a re-investigation first.'” .

Lawyer A told the Chosun Ilbo, “The Cheonan case is a case that a number of domestic and foreign experts participated and reached a conclusion.

He continued, “There was also talk within the committee that the petition in this case was for Shin’s use of litigation to obtain advantageous data in his criminal case (defamation). We did not conduct a re-investigation,” the Chosun Ilbo reported.

Meanwhile, the Board of Audit and Inspection recently announced the results of an audit stating that former Chairman Lee unfairly ordered a re-investigation even though the cause of the Cheonan incident was clear and not subject to re-investigation. In addition, former chairman Lee is from Minbyun, a group of progressive lawyers appointed by former President Moon Jae-in in 2018.
