The Prime Minister did not specify whether this dialogue aims to “finish the job” parliamentarians, as requested by the Minister of Health, Geneviève Darrieussecq, on September 23, or to gain time to rework the text. On the other hand, he observed that “on this serious issue, opinions were divided”.

“I need time”

Mr. Barnier imposes his timetable on those who urge him to legislate: “ We are ready, the text is ready and so we have to go”Yaël Braun-Pivet, the president of the National Assembly, ordered him on September 24 on BFM-TV. “I need time”he replied.

The « dialogue » wanted by the Prime Minister a priori rules out the scenario of a proposed law (PPL) defended by Olivier Falorni. The MP (various left, Charente-Maritime) collected 180 signatures from MPs on a PPL filed in July, a true copy of the bill voted in part in June. Mr. Falorni is campaigning for it to be debated within the framework of a week whose agenda is decided by the Assembly in November. Mr. Barnier did not formally exclude this method. He even said to himself “ready to share the agenda, more important (…) between the government and Parliament to welcome transpartisan and ambitious legislative proposals for the country ». « This could be done in the future on major subjects, I am thinking of disability”he clarified. « [La PPL] can fit perfectly into this logic”maintains Mr. Falorni.

Mr. Barnier was more eager to address the other side of the debate on the end of life: “Without delay, our efforts to develop palliative care will be strengthened in 2025”he promised. On the scale of these « efforts »the moment of truth will come in the fall with the Social Security financing bill.
