The summary

While the sixth National Disability Conference (CNH) was held on April 26, 2023, the Culture, Education and Communication Committee entrusted Cédric Vial (Savoie, Attached LR) with a mission to control aimed at drawing up an inventory of the schooling of students with disabilities (ESH), by addressing its organizational functioning, its cultural approach to taking disability into account, and the role of its key personnel, the accompanying persons students with disabilities (AESH).

For the rapporteur, the school inclusion policy has resulted for several years in a significant increase in dedicated financial and human resources, which has contributed to a significant improvement in care capacities, without however succeeding in meeting the expectations of children and families concerned, and sometimes putting the school institution in difficulty.

On the strength of this observation, it calls for reversing the order of values, by making accessibility – understood in the global sense (physical, material, educational) – the priority that it should never have ceased to be, the compensation by human aid which should intervene only as a complement. It is in this renovated cultural framework that the rapporteur pleads for a corrected administrative organization, more qualitative and continuous care for ESH, more extensive support for families and a professionalized AESH profession.

Its twenty recommendations enrich the work of the CNH, which must open a new stage in favor of inclusive education, the implementation of which will be closely monitored by the commission.
