The protection of the Lavaux vineyard will be at the heart of a lively debate at the Grand Council from March 5.

LAURENT OF SENARCLENS

Are the deputies sufficiently armed to face the difficulties of the Lavaux PAC? In two weeks, the Grand Council will look at the Lavaux cantonal allocation plan (PAC Lavaux) for the first time. The file promises to be extremely complicated given the conflicting interests concerning the protection of the vineyard and the unprecedented procedure to follow. Elected officials will have to raise 160 objections following the investigation of this project in 2019.

To best understand this delicate matter, the deputies benefited from a brief warm-up tour Tuesday morning with special training, between 9:30 a.m. and 11 a.m. It took place in the Grand Council room, but without an audience. On the menu: mainly technical questions, as socialist deputy Julien Eggenberger explains: “We talked regarding procedure, how the Lavaux PAC was developed and what will be the role of the Grand Council, since there is this particularity of having to deal with objections.”

“Very well presented”

The explanations seem in any case to have been clear according to the UDC Pierre-André Pernoud, also trustee of Gollion. “It was extremely well presented. For me, who knows a little regarding the subject, it was crystal clear. For those who do not know it, on the other hand, you will have to read the documentation twice.

However, various questions remain. “What concerns me is that the issue concerns particular interests,” observes Julien Eggenberger. The Grand Council had to pass a law to challenge the deputies in connection with the oppositions. To see how many will be affected in the end. In a region like Lavaux, it can quickly become crowded.”

PLR MP Josephine Byrne Garelli especially remembers the duration of the debates. “It was clearly explained to us that in the event of significant modifications to the text by the Grand Council, there will be additional investigations.” Despite this introduction to the future debate on March 5, Green MP Alberto Mocchi expresses some reservations.

“When I see that the Grand Council spent almost an followingnoon debating a resolution on the agricultural world on which we were ultimately all in agreement, we can wonder what that will be like with such a complicated file. ..”
