Mental health: little access to care for vulnerable people

Users with serious mental disorders stay longer on the Family Doctor Access Window waiting lists and have little access to care due to the lack of appropriate resources, the Auditor General shows.

“Access to medical services is a challenge for many people with mental disorders,” note Guylaine Leclerc and her team.

In Quebec, nearly 12% of psychiatric positions are vacant in public facilities. In the east of the island of Montreal, this figure rises to 15%.

Then, shortcomings in the organization of services “harm the continuum of care” and cause service disruptions.

Lack of housing

The VG also targets the lack of communication, the difficult access to complete patient information, then the difficulty of access to accommodation suitable for the needs of these people.

For example, at the Montreal Mental Health University Institute, in 2021-2022, no less than 38% of beds were occupied by users who no longer required hospital care. “A third of these were waiting for accommodation,” notes the VG, which points to the housing shortage in the metropolis. She calls this situation a “vicious circle”, adding that it has an “impact on the whole chain”.
