MedNum Mayotte: An association to democratize the digital tools of the administration

MedNum is an association born from a call for projects co-developed by the regional chamber of social and solidarity economy (CRESS) and the regional academic delegation for youth, commitment and sports (DRAJES). Winners, the creators of the association, Sidi Mouhamadi (current director) and Kamaldine Attoumani, therefore have the heavy task of facilitating the digital transition for the Mahoran population. “It’s regarding explaining to people that the administrations will no longer receive the public and showing them how to do their administrative procedures online”, says Sidi Mouhamadi. This ranges from the creation of a digital identity and an email address to the control of more complex sites such as that of the ANTS or that of the Taxes.

A titanic task

Despite the enormous needs in this area on the territory, MedNum Mayotte has only ten agents who travel with their tablets in all the dedicated digital spaces (CCAS, UTAS and CRESS digital spaces). A largely insufficient number according to the director. “The logistics are very difficult because we are understaffed. It would be necessary to multiply the material and human means so that we can be really effective “he believes, hoping that the grants obtained in 2021 and 2022 can continue in the years to come. “Mayotte should not miss the train”he warns once more, worried not to see the elected officials taking more interest in the question.

It is true that in Mayotte the work is considerable, because a large part of the population does not have Internet and certain inhabitants do not speak French. However, doing your administrative procedures online will very soon be the only option (it already is for some services), hence the urgency of learning how to use the sites correctly. “While working in the field, we found that most people only understood regarding 10% of their phone’s potential”, notes Sidi Mouhamadi. The latter assumes that the choice of the Apple brand for tablets may be an obstacle to obtaining financing, because it is more expensive. “Certainly, but it is also more reliable over time, an important element in a territory where there is no repairer”he explains.

He is therefore appealing to the elected representatives of the communities and/or the departmental council so that his association will soon be more financially supported in order to be able to properly meet the needs of the territory.
