He Ministry of Universities progress has been made on the draft Royal Decree regulating the Organization of university departments. Among the new changes is the obligation to expand the members of a university department to 35 and 50 members (previously there were 12). In addition, it is specified that it will be the Universities that decide how to organize the departments. These organizational rules affect grades in the health branch, such as Medicine, which will have to, in some cases, unify departments in order to reach the established personnel figures.
In addition, it includes two important novelties that will also affect university health degrees. The first one is the incorporation of titles linked to the ‘European Universities’ initiative to official university degrees and the second is the extension of the deadline for justification of aid to Spanish universities for digitization.
The project indicates, on the one hand, that Royal Decree 1002/2010, of August 5, on the issuance of official university degrees, is partially reformed to incorporate the titles linked to teachings of the European Universities initiative, where Spanish universities are having “a great role”. “Specifically, a regulatory update is intended to define the formats that international joint university degrees must comply with within the framework of the European Universities Program of the European Commission, known as ‘alliances’as long as these titles are issued by a Spanish university”, it collects.
New issuance of university degrees
The titles obtained following passing the studies included in the framework of the European Universities Program of the European Commission, when they have to be issued by a Spanish university participant in the corresponding consortium, “will do so in accordance with the format established in the model in Annex XIV”.
In the case of degrees issued by a Spanish university in its capacity as a member of an Alliance of the European Universities initiative, the universities may issue the title “both in paper and electronic format or both”. When the title is issued in electronic format, it will have the same structure and content as in paper format; In addition, it will have the security measures detailed in Annex XI. He electronic title It will be available at the Electronic Office of the corresponding university.
On the other hand, Royal Decree 641/2021, of July 27, which regulates the direct granting of subsidies to Spanish public universities for the modernization and digitization of the Spanish university system within the framework of the Recovery, Transformation and Resilience Plan, “for the sole purpose of extending the period for justification of the aid received”.
The total period of execution of the eligible actions object of this royal decree will be the period between February 1, 2020 and June 30, 2024. In addition, the following partial execution terms are established: 30 percent of the total amount of the aid granted to each university must be executed before December 31, 2022 and 60 percent of the total amount of the aid granted to each university It must be executed before September 30, 2023.
Objectives of the organization of university departments
The project indicates three main objectives for which the royal decree has been carried out. On the one hand, to establish a minimum composition of university departments “in order to avoid excessive compartmentalization of departmental structures”. On the other hand, ensure the presence of teachers permanent labor and teaching staff Assistant Doctor in the composition of the university Departments “when they exist”. And, finally, refer to the Statutes of the universities most of the issues that affect the creationfunctions and organization of the Departments, “as is clear from the provisions of the new Organic Law 2/2023, of March 22”.
Forecast for the health field
In relation to the regulatory changes in sight, the health field is affected by the creation of a field of knowledge of Medicine and Dentistry. From the National Conference of Deans of Faculties of Medicine (CNDM) they explained that the change means that Medicine goes from being integrated into the branch of Health Sciences with Nursing, Physiotherapy, Veterinary Medicine or Pharmacy to being jointly with Dentistry“.
In addition, from the Conference of Deans of Nursing they explained that they would seek, with the Royal Decree, to ensure that the Nursing area of all the faculties has its own department. They also insisted on the need for one of these departments to have “an identity of area and content.”
