The challenges of the housing crisis
Ile-de-France is the most populated region in France, but also the territory with the most poorly housed people: according to the latest survey by the Abbé Pierre Foundation, 1.3 million people are poorly housed, including 211,000 deprived of personal residence. This situation is set to worsen due to the arrival of 50,000 new residents each year and the upcoming ban on excessively energy-intensive housing, which risks removing a significant number of housing units from the real estate market. This is why the association of mayors of France are calling on the state for help.
The role of builder mayors
If the arrival of new populations is synonymous with development for a municipality, this can represent a significant cost for municipal budgets, particularly with regard to the construction of new facilities to ensure the operation of public services. Many mayors would like to produce more housing but find themselves hampered by financial reasons, such as the drop in grants, uncompensated transfers of skills or the abolition of the housing tax. Thus, the State must undertake to financially support the municipalities in order to encourage the production of housing.
The need for a permanent device
To respond to this problem, the AMIF recommends the establishment of a revenue over several years in investment, which would then be included in a sustainable manner in the operating allocations. The objective is to re-establish a dynamic and lasting link between the arrival of new inhabitants and the revenues of the municipalities. It is essential to provide financial support to mayors who wish to develop housing construction and to provide them with guarantees on the resources available to them over the long term in order to be able to welcome new residents with dignity.
