Maternity Capital and Pension Changes in Russia 2024: Citizenship Requirements and Indexation Levels

There is another change in the rules of maternity capital, which will come into force in 2024 – now only parents who were Russian citizens at the time of the child’s birth. In addition, when assigning payments, children who have not received Russian citizenship by birth are no longer taken into account.

For pensions of non-working pensioners the same indexation level is set – 7.5%. It is expected that following indexation, the average old-age insurance payment for non-working pensioners should be 23.4 thousand rubles. However, of course, not everyone can claim such an amount – the pension is calculated individually, taking into account length of service and earnings.

The cost of living for a pensioner differs in each region, but there is a general one – on average in Russia in 2024 it is 13,290 rubles. If the pension is less than this amount, then the pensioner must be paid up to it. At the same time, if the regional cost of living is higher than the Russian average, then the surcharge increases – they will be guided by the minimum wage established in the region.
