It is suspected that the drugs belong to the Haji Salim drug mafia in Pakistan. Acting on a tip-off, the Navy and the Narcotics Control Bureau (NCB) conducted a search operation in the Arabian Sea. They were made in three drug labs in Pakistan. Three types of Pak seals were found on the seized boxes. It has been expertly packed so that it can be kept at sea for days.
