After the Studies Unit of the Chilean Chamber of Construction (CChC) of Ñuble revealed that the authorized building surface during December in Chillán decreased by 90%, compared to the same month of 2022, deputies Cristóbal Martínez and Marta Bravo They called on the Government to process with the utmost urgency a project that promises to reduce housing construction times by at least six months, becoming a contribution to the serious housing crisis that the country is experiencing and the difficulty that many families have when accessing housing. a property.
The union parliamentarians explained that the initiative was presented by deputy Juan Manuel Fuenzalida (UDI) more than a year ago, but it was at the end of 2023 when the Chamber of Deputies approved it by a large majority, thus referring it to the Senate.
In detail, Martínez and Bravo assured that, on average, a housing project takes 32 months from its presentation until it obtains final acceptance, which ends up causing many construction and real estate companies to give up on making the investment and, therefore, reduce the housing offer for people. For this reason, what the initiative seeks is to establish a legal deadline for the different procedures and permits that must be granted, reducing not only construction times by at least six months, but also the costs of the works between 5 and 10%.
“One of the main reasons why our country has been stagnant for more than four years, in addition to the outbreak and the pandemic that affected us, is precisely the enormous state bureaucracy that all investors and entrepreneurs have to face, from the most small to the largest. Today, any project that wants to be executed in our country has to coexist with a series of procedures and processes that are absolutely cumbersome and that, in no case, guarantee that the investment can be made. And that, in addition to other reasons, has ended up condemning the middle class and young people to live forever renting, because the value of the properties has become practically unattainable,” explained the representatives of Ñuble.
Precisely, another indirect objective of the project is that, based on the reduction in construction times and costs, the properties begin to gradually drop in price.
For this reason, along with calling on the Senate and the Government – which has already expressed its support for the proposal – to process this initiative with the utmost urgency, deputies Martínez and Bravo also invited private companies to commit to making all of them more affordable. the properties.
“The housing crisis that we are experiencing in our country and also in Ñuble cannot be solved with the efforts of only one party. And if in Congress we are moving forward with a project that simplifies the processing processes and construction deadlines for housing, what we hope, therefore, is that the private sector also gets involved in this task,” both legislators reiterated.
