After the Director General of Oil in the Ministry of Energy and Water, Auror Feghali, reached the legal age and referred her to retirement, it became clear that the caretaker Energy Minister, Walid Fayyad, did not abide by the provisions of the law that allows the highest-ranking employee to replace Feghali by proxy, and did not appoint an acting general manager to conduct administrative work. Rather, he signed a decision to delegate some powers to two female employees in the General Directorate of Oil, in order to cover the absence of a general manager, knowing that Feghali was practically heading 3 directorates, the General Administration of Oil, the General Administration of Water and Electricity Resources and the General Administration of Investment, in addition to taking over the management of the oil facility. in Tripoli.
The first article of the decision, which was reviewed by “Nidaa Al-Watan”, stated:
Mrs. Khadija Noureddine, Acting Head of the Economic and Financial Affairs Department at the General Directorate of Oil, in addition to her duties and powers specified in the laws and regulations in force, is authorized to do the following:
1- Granting import, export and re-export licenses and notifications for any shipment of oil derivatives.
2- Appointment of control companies accredited by the Ministry of Energy and Water with regard to licenses and notifications for import, export and re-export of any shipment of oil derivatives, and with regard to unloading marine tankers loaded with fuel to the EDL, and fuel oil to the Lebanese industrialists.
3- Issuing books, correspondence, and referrals to the necessary concerned authorities in everything related to the tasks mentioned above, and the tasks and conduct of the work of the Department of Economic and Financial Affairs.
In the second article it was stated:
“Ms. Safaa Ibrahim, head of the Technical Affairs Department, is delegated to the Directorate General of Oil (financial number 170), in addition to her duties and powers specified in the laws and regulations in force, to:
1- Preparing the initial approvals for the manufacture of tanks for liquid and liquefied derivatives, and presenting them to the Industrial Research Institute.
2- Appointment of monitoring companies accredited by the Ministry of Energy and Water with regard to changing the direction of use of oil derivatives tanks, and expressing an opinion on the reports of monitoring companies in this regard.
3- Issuing accreditation statements given to monitoring companies accredited by the Ministry of Energy and Water.
4 – Appoint control companies to supervise and give instructions and directives in everything related to verifying the quality of fuels, and the availability of the organizational and technical conditions stipulated in Decree No. 5509 dated 11/08/1994 at any facility on Lebanese territory, whether oil or non-oil, according to the administrative hierarchy.
5- Issuing books, correspondence, and referrals to the concerned authorities necessary in everything related to the tasks mentioned above, and the tasks and conduct of the work of the Technical Affairs Department, including technical transactions for the necessity of Lebanese industrialists.
