María Fernanda Penilla Quintero has been characterized as a woman of challenges; Today she enthusiastically celebrates her two years as head of the Cali Social Welfare Secretariat.
During this period, the dedicated survivor of gender violence, with her team, has made significant progress. Below are the main achievements achieved under her leadership.

1- The community kitchens of the Corazón Contento program were strengthened with the effort of the institutional framework and the 2,600 volunteer managers, going from 500 kitchens to 762; from 48,432 beneficiaries to 89,675.
2- Within the framework of Cali Paints Violet, the approval of the update of the Public Policy for Women of Cali was achieved: Recognition, gender equity, and equal opportunities 2022-2031.
3- In compliance with the goal of the Development Plan, Cali became the third city, following Bogota and Manizales, to ratify the will of the District Government to adopt and implement a District Care System.
4- The continuity in the attention of children of early childhood achieved from the approval of two consecutive periods of future validity by the Council of Cali.
5- More than 49,000 people have been assisted in the Regional Victim Care Center, CRAV, close to 3,000 people in the Information and Orientation Points (PIO), the inter-institutional migrant care point was installed in the Terminal and it was opened to the Centro Intégrate in coordination with the United States Agency for International Development (USAID), where 4,615 migrants have been assisted.
6- The Cali Diversity program has accompanied the implementation of the LGBTI Public Policy, the formulation of an action plan and the creation of a Consultation Committee made up of representatives of the institutional framework and of each of the sex-diverse populations.
7- The process of election and possession of the Territorial Council for Participation and Coordination of Afro-Colombian, Black, Palenqueras and Raizales Communities -CaliAfro Territorial Council- for the period 2023-2026 was carried out.
8- More than 800 caregivers and people with disabilities have been linked to the Itinerant Schools program designed under the slogan of caring for the caregiver.
9- In coordination with the operator Fundación Samaritanos de la Calle, the Basic Care Service for Homeless People in the Sucre neighborhood and the Care for Homeless People with Pets were opened; Spaces for cultural inclusion were promoted for this population, with participation in the Cali International Book Fair, with the human books El Contenido Sí Importa, stories of street life.
10- During 2022, the Families in Action Now Citizen Income Program benefited 23,835 families in the program and currently, in 2023, it has 53,334 beneficiaries; In other words, the number of families receiving this aid rose by 30%.
