Mandatory labeling of dietary supplements in Russia may begin from October 1, 2023

In Russia, mandatory labeling of biologically active additives (BAA) may be introduced from October. It will be introduced in stages over two years, the relevant draft resolution was prepared by the Ministry of Industry and Trade, it is at the stage of approval, said Deputy Minister of Industry and Trade Ekaterina Priezzheva.

“This labeling provides for a phased introduction over two years: from September 1, 2023, registration in the labeling information system, from October 1, the start of mandatory labeling by manufacturers and importers,” Ms. Priezzheva said at a meeting in the Federation Council on consumer protection (quote By “Interfax”).

Dietary supplements are intended for direct intake with food or incorporation into food products.

From March 1, 2024, mandatory fixing of the labeling code for the retail sale of dietary supplements can be introduced, from May 1, 2024, data on the withdrawal from circulation as part of the volume-article accounting should be sent to the system, from September 1, 2025, piece-by-piece traceability should come, said deputy minister.

According to Rospotrebnadzor data from mid-2022, dietary supplements were taken by 8–20% of Russians.

As follows from the DSM Group report, in November 2022, pharmacy chains sold 23.2 million packages of dietary supplements for 7.5 billion rubles. Although sales increased by 0.6% in monetary terms compared to October, in real terms they decreased by 3.4%.
